In contempt: CDA member estate summoned for failing to unseal house

Applicant’s counsel alleges member planning asking for bribe.

A capital court on Monday summoned the member estate of Capital Development Authority (CDA) in response to a contempt petition filed against her for non-compliance of court orders.


The Islamabad High Court’s (IHC) Justice Riaz Ahmed Khan directed Member Estate Shaista Sohail to appear before the court on Tuesday for not complying with an earlier order. An application in this regard was filed by Robina Usman, a resident of Sector F-7/4. On December 21, Chief Justice Iqbal Hameedur Rehman passed the order to unseal Usman’s house which was sealed by the civic agency’s enforcement department earlier in the month because it was being used for commercial purposes.

According to the petitioner’s counsel, Zulfiqar Ahmed, CDA sealed his client’s house which was challenged in the IHC last April. Justice Noorul Haq N Qureshi had directed the CDA official to unseal the house for failing to follow the set procedure. However, CDA did not comply with the order.

A contempt application was later moved before the chief justice and the court had again directed CDA to unseal the house, but the order was ignored. The petitioner’s counsel said that even after 10 days, the CDA official had not complied the orders and requested the court to take action against her.

After the proceedings, Ahmed alleged that CDA Member Planning Mustafain Kazmi was creating hurdles in unsealing the house and had demanded Rs1 million from her client, while talking to The Express Tribune. “According to Kazmi he has to facilitate parliamentarian in contesting the next general election,” he claimed.

Repeated attempts were made to contact Kazmi for his comments, but he was not available.
