‘2.2 million katchi abadi residents to get proprietary rights’

According to the policy, proprietary rights will be granted to 326,516 dwelling units housing 2,208,578 people.

Around 2.2 million residents of katchi abadis will be granted proprietary rights in a revolutionary step from the government, Chief Minister Shahbaz Sharif said on Friday.


Addressing a press conference at Model Town to launch the Regularisation of Katchi Abadis Scheme 2012, Sharif said 4,043 katchi abadis have been recognised by the government.

He said proprietary rights will be given to all occupants of katchi abadis in the province. He said this was good news for around 2.2 million people. “Earlier, only katchi abadis in urban areas were considered for recognition. We have now included rural katchi abadis,” Sharif said.

He said comprehensive surveys had been conducted and GPS mapping had been conducted of all katchi abadis in the districts of Punjab. He said residents would be charged Rs172 per marla while widows and orphans would be given the rights free of cost.

He said basic amenities will be provided to katchi abadi residents to improve their standard of living.

According to the policy, proprietary rights will be granted to 326,516 dwelling units housing 2,208,578 people. These are spread over 35,540 acres of land. The title will be given to both husband and wife for the scheme.

200,000 PR certificates (Asnaad Haqooq-e-Malkiyat) have been printed and distributed to district administration for distribution. The proprietary rights are non-transferable.

Occupants in urban areas will be granted proprietary rights at two per cent of the valuation of the table rate. Charges for excess land above entitlement limits will be according to valuation table rates in the area.

The assistant commissioners have been authorised to take action under Section 32 and 34 of the Colonisation of the Government Lands Act 1912. The grace period for defaulters of the previous scheme has been extended to June 30, 2013.
