Speaking to reporters after the Organisation of Islamic Cooperation (OIC) contact group meeting on Jammu and Kashmir at the UN General Assembly, Khar said that she had raised the issue of cross-border infiltration and shelling with her Afghan counterpart Zalmay Rassoul during their meeting on Tuesday.
“I raised the concern with him that if you give a statement on Pakistan at another forum – ideally we should not be doing that.” She added that Pakistan “does not like doing any kind of shelling.”
“This is as distasteful for us as this is for you, but this is in reaction to something that happens,”said the foreign minister. “We need to go to the root cause of this problem,” said that they need to be solved and work on border control.
“We will take responsibility from our side, they [Afghanistan] should take responsibility from their side.”
Khar added that Pakistan should not be “laden with everyone’s responsibility.”
Responding to a question regarding Wednesday’s trilateral meeting between Pakistan, United Kingdom and Afghanistan, the foreign minister said that both Pakistan and Afghanistan had strong, historical ties with the UK. Khar added that the UK had a historical understanding of the region and that the trilateral meeting was “very useful”.
She said that Pakistan might sign a long term agreement with Afghanistan so that its bilateral ties with the country are institutionalised, adding that it was required and key.
Khar said that the military, intelligence and political leadership had strong ties with Afghanistan.

from my experience over the years, I can safely state in 2012 that nothing coming from Pakistan - statements, statistics, data etc. - no matter who or what the source, should be taken seriously and considered to be honest and/or correct.
If Pakistan did not like you then they would not have allowed millions of you to come and stay in Pakistan for last 30 years. And what you have given Pakistan in return??? Your own retired Air Marshal Afghar Khan said that ALL India Pakistan wars were started by Pakistan. India does not attck ut India will defend even when you send soldeirs by pretending they are mujahideen as happened in Kashmir.
IT is Pakistan who is acused by so many different countries (india,Afghanistan,Iran, China, Russia, UK, US) of providing safe haven to terrorists. So yes, you are correct. India's leadership is NOT irresponsible. Can the same be said about Pakistan's leadership?

Damn straight Pakistan is not like Afghanistan. Afghans are not confused about their identity and we have a proven record and history. On the other hand Pakistan has lost every single war against India.
Furthermore, I dread the day when Afghans have the weapons to respond to cross border shelling and that day is not far off. Pakistan did not dare behave this way during Marhoom Dr. Najibullah's regime because he had the firepower to counter any aggression by Afghanistan's enemies.

So blindly firing artillery at a village accomplishes what? To my knowledge you have yet to kill a single "bad guy" but you have destroyed houses and terrorized innocent villagers. Why not send in your troops if you know where these "bad guys" are --- of course that might give the American's the incentive to do the same.
I think its better to pakistan to use its atom bomb on afghansitan to get rid of its muslim neibour because they dont like us. From the past three decades it has been following the policy of UK or same as Israel in this region by exporting militants and then blaming others and shelling missiles. What if the same policy is followed by India and Afghanistan for crossing the militants........

The statement by Pak FM justifying cross border shelling due to terrorists crossing over from the Afghan border has international implications. India can now bombard the hide-outs and terrorists training centers located in Pakistan for committing cross-border violations at LoC quoting Ms Khar's justifications. In her own words 'What do you expect India to do when Pakistan is doing cross border violations for the past three decades' ?
