According to the pamphlet distributed by the militants in the Mehsud territory of South Waziristan on Monday, it appealed to all residents of South Waziristan to vacate the agency owing to the war. A general amnesty was also extended to all persons leaving the area.
It added that no NGO or any NGO contractors were allowed to operate in the area. Rather it termed them as legitimate targets. Included in this list were employees associated with educational activities, health, and members of the Khasadar force (volunteer force). The handout said that these people, if caught working will be treated as criminals.
The militant group also warned that house owners, and others who had helped members of the Mehsud tribe live in or settle in Waziristan, had committed a crime.
The notice also carried a warning for those operating transportation enterprises. The handout said these people were committing an “unpardonable crime”.
Below is the translated text of the pamphlet received by The Express Tribune:
Last warning for residents of Mehsud circle in South Waziristan agency
1- All the people are warned and appealed that they should vacate the Sourth Waziristan area as there is a war going on here.
2- We have not permitted any NGO or any contractor of any NGO nor we ever allow such people; they all are our targets.
3- We declare general amnesty to all the people who leave the area.
4- All the employees associated with education and health and NGOs and the khasadar force will be treated as criminals.
5- The signatory malkan and those who have sent Mehsud people to live in Waziristan, and those who invite them and who help them and assist them in settling here are also committing the crime.
6- All those who run any kind of transport or manage transport in the Mehsud circle are also committing unpardonable crime and are advised to refrain from it.

It is alarming to see that these terrorists are trying to take over the region, while our nations remain tangled in their differences. The need to overcome our differences becomes obvious when we find these terrorists fully focused on destabilizing the region. Our failure to tackle this threat could only result in more chaos and damage to the region. Terrorist organizations like the TTP have already taken thousands of innocent lives while wasting no opportunity to target our forces. There is simply no doubt that they stand in our way of bringing peace and stability to the region. This latest threat once again proves that they are actively pursuing their evil agenda in the region. We must stand united against these terrorists that pose a real threat to the region. We must not let our differences deter us from achieving our ultimate goal of defeating terrorism. We must find a way to move forward, and combine our strength to eliminate this threat that continues to haunt the region.

For people suggesting that once the area is vacated, army should bomb these terorrists to extinction, I have some questions: - What about homes and property of innocent people that my get destroyed - What about standing crip that will perish when people leave?- - What about wives and children of these terrorists? After all the civilians who die in drone strikes are precisely the family members of terrorists, so it is Okay if they are killed in F16 bombing?

Only Pakistanis find the rationale to support the Afghan Taliban, but not support the Pakistani Taliban, their ideological mirror image.
Taliban in Afghanistan fight the NATO, so they are kosher; since the target is Pakistan for the TTP, it is not so kosher anymore.
I am glad the TTP is not being targeted by NATO drones anymore. If Pakistan is not going to help fight the Afghan Taliban, why help Pakistan fight the TTP?

What is our Army doing. Every year we give them a big chunk of people budget and they never tell us where they spend it. This happens when Army instead of protecting borders - more interested in looting the country.
I would like to see comments of the PTI supporters whose leader is considering Taliban as a genuine tribal uprising, which they are not by any stretch of imagination. They have the blood of thousands of innocent people on their hands, they have challenged the writ of the state, and still Mr Khan says talk to them. Well, talking and negotiation is a good thing, but on whose terms? Are we going to abdicate to them? Of course, military actioin should be the last resort, and the KP govt officials have repeatedly said they are ready for talks with taliban if they shun violance. In Swat also there was a negotiated settlrement and the govt agreed to their demand of shariah, but soon we saw them grabbing Buner and moving towards Swabi, and planning to proceed to islamabad. So by now we should be able to understand the real motives of these people. Mere slogans for election/political reasons would further deteriorate the situation.

Buddy, these are not Afghan Taliban who the Pak government is providing safe havens to. These are the TTP. They have been attacking mosques, markets, schools and playgrounds in Pakistan for a while now. Your question seems surprising.

@Babloo: If it was the case, they wouldn't need to issue such statements : it's because they meet resistance that they have to come up with such barbaric and violent means of controlling these areas, and the conflict is now taking tribal colours now (Mehsud vs Wazir tribe.)
The TTP is in its last stages anyway, its leadership is being slowly fractured and will loose the fragile men-power base when the Americans will withdraw from Afghanistan.

wow! Thanks to our army and their strategic assets for making lives more miserable of the people of this country. And yes this does explain the usefulness of drones as our army will never fight these militants in both the Waziristan agencies. And then our military leadership holds people accountable such as Dr Afridi. This country is going down. Special thanks to our army as we should by now understand that they are not the solution but rather are part of the problem.

Khasadar force is not a volunteer force, rather it can better be described as 'tribal police' comprising tribesmen from the respective tribes they perform duties in.
