The text of the resolution, moved by MQM MPA Moin Aamir Pirzada, stated:
Of late the incidents of target killing, extortion (bhatta) and brutal murders of those who decline to pay extortion money have registered an unprecedented increase. Only yesterday a trader Abdul Hameed was shot dead near Memon Masjid, MA Jinnah Road, by the extortionists. Such cold blooded murders by the terrorists including extortionists have compelled the business community to go on a shutter-down strike if the law enforcing agencies fail to provide security and protection to the traders and take prompt action in next 72 hours. The House thus resolves and recommends the government to take strict measures against the extortionists and terrorists and provide adequate security and protection to the business community in the larger interest of the peaceful citizens of Sindh.
After Pirzada moved the resolution, several MPAs from the MQM, Pakistan Peoples Party (PPP), Pakistan Muslim League-Functional (PML-F) and the Awami National Party (ANP) highlighted the security situation in the city.
Several impassioned speeches were made and MPAs stressed that the violence was not targeted at a single ethnicity or political party but appeared to be across the board.
The resolution was passed unanimously.

I think No Provinces for MQM should be built.. As there should only be 4 Provinces!!
There was no extortion, there was rule of law and state was fully empowered in colonial era. It is not the law but the jokers on the jobs who have made a mockery of the law
How about the citizens taking over this funciton from governments as it fails to protect the people. There are several security companies worldwide providing this funciton and they are used by corporation.
Citizens security force should be financed by taxes by dedecting money sent to government! Politicians organise their own security and they put citizen's mind at rest with their useless resolutions!
What hogwash! Why didn’t they instead make a law to REFORM the colonial 1861 police structure? Feudal, non-reformist and status quo loving legislators!!!
The law and order situation is created by these people. It is just useless by passing resolution.We are the voters who voted for MQM/ANP/PPP , they are using us as a canon fodders in their trough war.
Until this PPP government in power I don't see any peace in Karachi. Keep passing resolution,these will not changes the people's attitudes and mind sets.

Nothing will come of us this. The local police and ranger force needs to be made accountable to the local government - which sadly is missing.
