Some Pakistani prisoners in Indian jails don't want to return home
The report had been compiled and then submitted to the Indian Supreme Court which had asked the ministry to explain why deportation of Pakistanis was not expedited.
The report noted that 262 foreign prisoners were languishing in Indian prisons, 238 of them with deportation orders.
Of the prisoners, 53, Pakistani nationals including women and children, were demanding political asylum in India. They requested that they be treated as refugees after claiming they were "Mehdis".
The bench said, "In these matters, we have to be concerned about human rights. Technicalities must not come in the way of violation of these rights." However, it clarified, "We find most times the facts (given by petitioner) are unverified."

53 so called Pakistanis are the ones who have been lured for a very good future in India provided they cooperated with RAW to work against Pakistan.

@Diogenes: They are not Ahmedis -- they are followers of Mehdi (see http://en.wikipedia.org/wiki/MessiahFoundationInternational). They're claiming persecution due to conversion from Islam and hence need asylum.

Indian Govt. has already spent almost more the 50 crore INR on Kasab only. If they are getting such a guest friendly atmoshphere in Indian Jails, why they would like to return ?
