But Pakistan will be disappointed if it hopes to replace American patronage with the same from China.
While China does not welcome the US presence near its border, it wants stability on its western flank and believes an abrupt withdrawal of Washington's support for Pakistan could imperil that. It also does not want to upset warming relations with India by getting mired in subcontinent security tension.
Maintaining that delicate balance, China will continue supporting economic cooperation with Pakistan but go slow on defense cooperation. While outwardly all smiles and warm pledges of friendship, China will quietly keep things at arms length.
"I think they see what's going on in the US-Pakistan front at the moment as reason to tread very carefully," said Andrew Small, a researcher at the German Marshall Fund think-tank in Brussels who studies China-Pakistan ties and often visits both countries.
"They are taking extra care to make sure that what's going on in the relationship is correctly understood, not reflecting any willingness to rush in or fill the gap or exploit differences."
Pakistan's brittle relationship with the United States, its major donor, has turned openly rancorous. Washington accused Pakistan's powerful ISI spy agency of directly backing the Afghan Taliban-allied Haqqani network and of providing support for a September 13 attack on the US mission in Kabul.
Pakistan has angrily rejected the accusation and warned the United States that it risked losing an ally if it kept publicly criticizing them over militant groups.
Meanwhile, as it often does in times of crisis, Pakistan has been trumpeting its ties with China.
Pakistan's Prime Minister Yusuf Raza Gilani declared Beijing and Islamabad were "true friends and we count on each other" after talks with China's visiting public security minister, Meng Jianzhu.
President Asif Ali Zardari stressed the point last week that Pakistan had other options should its deteriorating relationship with Washington prove beyond repair, and pointedly praised China for its assistance in "stabilizing the situation."
Publicly at least, China has gone out of its way to reassure Pakistan.
'Wary of offending India'
In May, just weeks after US forces killed Osama bin Laden on Pakistani soil, Premier Wen Jiabao reassured visiting Gilani of their longstanding friendship and spoke of the "huge sacrifices" Pakistan had made in the global struggle against terrorism.
A Chinese Foreign Ministry spokesman echoed that line just last week, saying "Pakistan is on the front lines in the fight against terrorism" and China hoped "the relevant countries respect every country's sovereignty and territorial integrity."
But China's assistance also has limits.
"The 'all-weather friendship' doesn't mean that all of Pakistan's bills should be paid by us," said Zhao Gancheng, director of South Asia studies at the Shanghai Institute for International Studies.
"China does not have that ability, nor does the US or any other country. It all depends on Pakistan itself."
China regards Pakistan as an important strategic counterweight against its longstanding rival, India, and a hedge against US influence across the region. It also wants to use Pakistan as a gateway to the Muslim world and needs Islamabad's help to combat Islamic separatists in its far-western Xinjiang region on their common border.
China is a major supplier of military hardware to Pakistan and also a major investor in areas such as telecommunications, ports and infrastructure.
But China's leaders have no desire to turn that limited stake in Pakistan into a heavy security footprint.
"The partnership is as deep as it needs to be for China," Scott Harold, associate political scientist at the RAND Corporation, said. "They've got what they want diplomatically and economically."
During Meng's visit last week, Beijing bolstered its cooperation with Pakistan, with the signing of $250 million in economic and technical agreements, Zardari's office said.
Many of Beijing's deals with Pakistan have had a strategic payoff in helping to balance US influence in the region.
China invested more than $200 million to help build the deep-sea Gwadar port on Pakistan's Arabian Sea coast, partly with a view to opening an energy and trade corridor from the Gulf, across Pakistan to western China.
China also helped Pakistan build its main nuclear power generation facility at Chashma in Punjab province. Two reactors are in operation and two more are planned. Analysts say China pointedly agreed to expand the Chashma complex to counter a 2008 nuclear energy deal between India and the United States.
But Beijing appears much less interested in a bilateral defense accord, despite a report by Pakistan media that Islamabad had been secretly lobbying for such an agreement.
"I don't think that's the sort of space that the Chinese want to get into," said Small of the German Marshall Fund. "I don't see why they would suddenly want to be stuck with the liability of Pakistan, particularly vis-a-vis India, given the way Pakistan has behaved in a number of crisis situations."
In each of Pakistan's wars with India, China has been fairly restrained, to the point of being almost neutral.
Analysts say China is wary about tilting the relationship too much in favor of Pakistan, to avoid offending India, with which China wants to develop better economic ties.
Annual two-way trade with India was worth $65.2 billion in 2010, compared with bilateral trade with Pakistan of $8.7 billion, according to Chinese statistics.
Ultimately, Beijing has little to gain from a rift between Islamabad and Washington, experts say.
"If US-Pakistan relations deteriorate, and the region falls into instability, China will not be able to shoulder the responsibility by itself and other regional actors will have a difficult time cooperating to restore stability," said Hu Shisheng, an expert on South Asia at the China Institutes of Contemporary International Relations think-tank.
"The US still has to be responsible for the stability of this region."

Why is there no quote from a Chinese foreign ministry or a think tank in this article. One would assume that a article about China's foreign policy would have an opinion from the Chinese themselves. Why has the writer gone out of the way and used what the German Marshal Fund thinks. A little more balance would be appreciated.
Chinese only believe in getting a buck and only US dollars, they could care less about anything else, they well 350 billion to the US why would they reisk that for Paksitan
I am perplexed. Pakistanis are in a love affair with a nation whose peoples staple diet is pork? Does this not roil your Islamic spirits?
@Letstellthetruth: I write a single thought,it is very simple English, one should be able to concentrate to absorb a thought. Not once I have seen one countrymen of yours, take time to discuss, any ones idea, however profound and original or thought provoking,or even disagree, that has been my biggest regret and dissappointment.I'm a very poor typist, that is one skill I have not accquired well, and I'm sorry, they say 'cann't teach old dogs, new trick',thanks, you are not abusive,we have to be thankful, for even small mercy.I like your name, break it up,only kidding.Pleasure blogging in pakistan 's Tribune.Harihar, njusa
@Menon: Pakistan is free to purchase and occupy by foreign power who has money. For their ruling ellite the new motto is "Do anything with my people, just give me the money","Our lands, resources and people are for sale, our previous owner ditched us, please be our new master"
After Mumbai militants attack China warned India of full force strikes if India try to do adventure inside Pakistan. I hope you guys understand now what China thinks about Pakistan.
@Yusuf:
One GRANDIOSE delusion!
Now you want to lease out Pakistan to China. Just a wonderful idea, just superlative proposition. What makes you think they wnat it?
@Jehangir:
Tha sound foriegn policy in your view is getting involved in Iraq, Libya, Xinjiang, Yemen, Syria, Palestien and what not. Havent you paying for getting involved in Afghanistan and with Taliban?
Not enough for you?
@ali: BTW what did you expect China to do during Kargil & Mumbai attacks? Plz elucidate, I would love to hear from you dear friend.
@Hariharmani:
To make your posts readable, please break them in to paragraphs. It will be easier on the eyes.
@Yusuf: Learn to at least think like a sovereign country if you cannot behave like one. Learn to walk w/o crutches.
@John B: In pakistan 63 there have been American puppet government and Pakistan foreign policy was created on the base of whatever America asked for. Pakistan foreign policy has never been an independent policy. America has doen enough now to destroy Pakistan.
You are right Pakistan should change foriegn policy and its time to make a an Independent policy in Pakistan's own interest.
@Sajjad:
'Pakistan comes first'...hmmm, sounds like the slogan of a former President who our people voted out of office and brought in a government who has destroyed our credibility in 3 years? hmm....
@Nadeem:
yes, because the civilians are just so god awfully smart that they can navigate foreign policy decisions. how long did it take for this government to replace shah mehmood qureshi? thats right..
Chines diplomats keep their cards close to their chest, this makes judging them very difficult. Perhaps that's what China (CPC) wants. Not tho be judged by any one. Which provides them greater flexibility in dealing with problems but puts them in a situation where every one is specious about them. Only few countries trust China wholeheartedly (Pakistan and N.Korea). Hope after 20 years i don't see GO CHINA GO placards on ET.
It must be understood who are given the rein of power, the days of changing border by sword are days of the past,no matter how it is repackged such as 'proxy war, death by 1000 cuts, strategic depth ,they all mean the same, grabbing, changing boundaries and map by sword,it does not fool any one nor it is going to be successful, hence after almost 3 decades Pakistan has nothing to show for ,just one less part ,the former East Pakistan, formerly known as East Pakistan,if nothing else,Pakistan has been burdened with unintended consequence of daily violence(just to-day ,Shias were gunned down in Quetta),terrible terrorist killing, kid -napping and finally the rupture with ,the only super power and the nation which gave massive aid since its founding. It appears old habit are hard to get rid of,hence this subtle attempt by flattery, secret wooing Chinese for a defence pact, defence against whom?America?Chinese are anything and everything, they are not reckless, not foolhardy,by any reckonning,if anything, they are most ancient, prudent, realistic, practical on earth,rt this moment.!!They will never in fore- seable future, neither they have means, neither the desire or ambition to wreck relationship with USa.There is nothing in it for them in such pact with any one, nothing but down side, see what confrontation with USA,led to demise of USSR,why would China go that rout,?they have realised even bad relationship with India has more down side, hense warming trend, those who do not have blinders see that.India for all its socialism, defence treaty with USST got,Gobblygot, soon changed course after running around in wilderness till 1991,ditched anti-american hatred, venom of(What I call special venom of VKK rishan menon),saw what was good for India, and since then has not looked back.Only more Reserve Bullion, from begging bowl,to a surplus lending nation, now loans to Bengladesh,Afghanistan, which is big turn around. This Indians should be rightly proud off instead stupid Bollywood and 9% growth.Pakistan once had better rate of progress and economy not that far in past, than India,it still can do it,but it must do about turn around _ like India, there is no shame in changing course, from begging to to self respect. If I had any say in Pakistan,I will do just few changes, keep religion private,do not wear it on your chin,or outword exhibition of it,(MALE OR FEMALE),talk less of war(no 1000 year war),even if you hate USA(lot of liberals and leftist in India still do),do not run on street burnning USA flag with guys with twisted and contoured faces with long beard "Amerka,Go back) and then send every one fom Kayani,Pasha,Gillani to beg for money or then P.M. to China for defence Pact, this project such a poor image of Pakistan,in my opinion, this one act has done so much harm what world has now think of Pakistan and its people, why your leaders do not see this,is mind boggling, beyond disbelief.Hope you guys mend your ways,I sincerely hope so.I earnestly write this as a well wisher of Pakistan, but unwarnished,I have done several times, but "Tribune" in its wisdom has rearly published this in full,I HOPE THIS WRITE UP WILL FAIR BETTER, WITH MALICE TOWARDS NONE.
Pakistan has opened market for China and markets are flooded with Chinese products, virtually slowly killing all Pakistani products. I just bought RONAQ ready in minutes food (National Food Ltd), thinking it is nice Chicken Nihari from Karachi but it turned out be made in China. It is produdly written on product as 'Enjoy Pakistani food any where, any time' and it is manufactured in China.
China is a trading nation and not a warring nation. We have always been boasting while wearing other`s boots for sake of be-fooling our own nation. No body can fight war with a borrowed sword, we should be now very clear on this point. The best solution for us is to tightly fence our borders and get rid all foreign elements entered in our country for any purpose. We should adopt a simple life, particularly by rulers and then the whole nation will follow. We should educate the whole population on war footings and adopt means to provide job to masses, preferably on self employment basis. We should forget about foreign tours, foreign education and scholarships as this practice creates slavery and praise for developed countries without any gain from it. We should adopt this policy, before it is too late.
Pakistan is becoming isolated in the civilised world due to our inability to deal with our terrorist issue. If we are not careful the world will insist on a column in our passports which requires us to declare we are not terrorists (probably next to the one where we humiliate the ahmadis)
Pakistan keeps telling China, out of its own insecurity, that "I am your best friend", everyday. It can get real annoying for China. However, China will one day reap what it has sown.
Some very immature comments above, without depth and knowledge, nothing like what has been written above happens to a country, if Israel can survive in ME, PK can survive in a better manner. This all havoc is created for the Afghanistan end game and has a time period attached to it, yes these times are difficult but nations come out of such situations even stronger. All countries have their own interests to protect and so does China and PK, no rocket science. Both are right now pursuing same goals so they are on one side of the fence and the way things will span out, they will remain on one side of the fence only because of mutual interest, no county depends fully on any other country. US, India, Israel, Af are on the other side of the fence and are playing hard ball very well now but for the end game in Af, they don't have any other choice but to retain good relationship with PK because of their economic routes through PK. Nothing will happen to PK, it will come out stronger after this....
who said Chinese are fried to Pakistan, Nay, they are only fried to themselves, .........................., it has not happened to us for the 1st time, Chinese did it to us during Kargil crisis and at Bombay attacks too, we otherwise have a very short memory.
Those who still belive in Pak-China friendship are living in fools paradise!
ET sounds more and more like a propaganda newspaper. Why is this opinion posted on the first page?
If china and india maintain no war and brother relationship no problem will be there in asia.China should control pakistan for its terrorists activities against india.pakistan should concentrate on its own affairs first. It is not cabable of fighting with other country and capture its land. All current borders should be made permanent and there should not be any fights for borders. If some thing goes wrong ,that will ignite a full world war. Also country's will be affected are china, india, pakistan. All western countries will become invincible superpowers forever after the war.All three country peoples and goverments should understand this and act upon.
Bharat matha hi jai.
@saeed: and, everyone wants your Lucky Charms!
As far as aid is concerned, Pakistan is not an aid dependent country. Instead of finding help, our nation should focus on finding a good leader for our country who can: i) tap the Thar Coal reserves (third largest in the world) ii) gather tax from a population of 180,000,000 (ready to donate, to trustworthy leader, beyond tax for the betterment of country) iii) start mega dam projects like Dia Meer Basha Dam and Kala Bagh Dam iv) bring Baloch People in the main stream politics of the country v) disarm the armed men in (Karachi, Baluchistan and Tribal belt) vi) disengage from the war on terrorism vii) free the country from the curse of corruption.
Imran Khan the chairman of PTI, along with his party and the Pakistani nation, can do that. We don't need foreign aid and American alarm of aid withdraw does not disturb our slumber much.
The author has tried his best to to lessen the depth of Sino-Pak relation and managed to get two voice, from the most populous country on the earth, to prove his statement. Well, one can interview more than two analysts from China to negate the author's claim. We know what China wants and we don't need third party (read Pro Americans) to tell us how far China will go with us, period.
So will the US strike Pakaistan?
And how long will pakistan last? Will Pakistan survive?
All the big fish's eat the small fish's
Well guys specially from India who just started jumping on this issue...this is not a statement or remark by Chinese or Pakistani official...it is another attempt by a paid propaganda machine to undermine PAK china friendship as they are very afraid of this relationship...this friendship dont need any certificate from Reuters and the people giving there opinion in this article..if chin was playing safe game they how come it is the only country not even Islamic countries who came forward and endorsed the Pakistani version of all this fiasco..there vice PM visited Pakistan..and it is the only country in the world who has given its statement every time after any crisis between USA and PAK no even Islamic countries have done this..so behind the scene my Indian friends Pakistan is a real strategic depth for china and in the future when Indian backed insurgency in Baluchistan will be crushed you will see the real game of PAK china friendship when CHINA will do all of its trade with mideast and africa through Gawadar port..this friendship is beyond your understandings kids...
Hindi Chini Bhai Bhai
Usa Chini Bhai Bhai
Pakistan Chini Bhai Bhai
@RP: Bhai I respect ur positive thoughts but am surprised how Pak state can even think that long when they could not even comprehend the repercussions of Ops Gibralter & Kargil. Take ur pick now.
We should do a long-term commercial undertaking with China. This is what I propose: Balochistan: Secure the province and guarantee its build out as one of the most modern provinces the world has ever seen:
•Long-term handshake with China to secure commercial and provincial/national security interests. •Lease out Gwadar Port/City to China for 99 years (Hong Kong formula). •Take all annual proceeds from Gwadar lease and spend it on developing Balochistan (major infrastructure projects like roads, dams, power generation, railroads, airports, communication; educational institutions, health facilities, etc. •Give all the above infrastructure projects to Chinese companies (so in effect we get revenue proceeds from China for Gwadar lease and we funnel all the funds back to Chinese companies to build out Balochistan. However, we can mandate that Chinese companies will outsource xx percent of these projects to local Pakistan companies.
Except for the border conflict with India in1962, during which time china was going through cultural revolution, both china and india always maintained a cordial relationship. The expansionist approach based on old glory is no longer the prime foreign policy of China.
China's help to PAK is mostly for the economic and political stability. PAK has nothing to offer to China with regard to defense pact.
The Arab world, Afghan, and PAK internal conflicts are based on religious ideology, whereas Chinese western front Muslim conflict is based on ethnic discrimination. China hopes that PAK will help in this conflict but she will be mistaken in this.
If, a big if, there is a large scale conflict in Chinese western front Muslims, the religious bigots in PAK will join force and enlarge the conflict in PAK. The red mosque like situation is not far off.
China is thinking PAK will be hedge against US ( ironic at this time as PAK is thinking Afghanistan as hedge against India ) is not correct. US and China are interlinked for another century and US PAK ties are far more important for stability in the region as far as china is concerned.
PAK cannot live in isolation with her neighbors. She has to have a major policy shift in her foreign policy.
PAK does not have a choice of US Vs China and Afghanistan Vs India. The so called geographical location puts her in tight squeeze.
The Chinese are very smart people. The don't see a need to openly confront the Americans. They look at the state and growth of their own economy and then they look at that of the US. They extrapolate the trend a few years and see no need to confront the Americans. They are going to win without firing a single bullet. They are playing the waiting game and so is Pakistan.
Let us not paint Chinese unwillingness to write a blank check for Pakistan as sagacious and mature. It is nothing more than standard Chinese duplicity. Blinded by emotion and hate for India, Pakistan has offered itself to China and China has taken full advantage. Left to themselves, it is definitely possible that Pak and India would have worked things out, probably slightly in India's favor. The result would have been a prosperous and democratic and stable Pakistan at peace with itself and its neighbors. As it is, Pak is in turmoil, a dangerous lunatic nation with nukes, an international headache. What Pakistan is unwilling to accept is that not the US, not China, but India is its best future hope and possibly best future friend. Ironically, it is high achieving and peaceful Indian Muslims who give Islam a far far better name than Pakistan ever has. There is a lesson in that, if only the Pak elite could hear it. The first step is to accept, not push away, the always extended hand of friendship from India to Pakistan. Good things will follow, sure as the day follows night.
The next time you travel to China take some time to look how American's are treated in China and ask yourself if it is reasonable that China views these people as the enemy. I have no doubt that China and the USA have a better relationship than USA/Pakistan or Pakistan/China.
Well, it depends upon Pakistan solely how it will survive. You cannot implement the flopped policies of 80s that created utmost chaos in our country now. There is no option of terrorism as state policy and Taliban at all!
on 26th September, an analysis was done and assessment was shared with the readers here...
Well, bloggers have waken up but most of us are still sleeping. Please read this and decide yourself what options we would be left with.
http://pioussluts.wordpress.com/2011/09/26/how-long-can-china-and-saudi-arabia-go-to-protect-isi-and-pakistan/
Another pointless opinion piece by so called experts.
Friends or no friends - Pakistan (by that i mean gov't, military and PEOPLE) need to realize the only way forward for Pak is to accept past mistakes in all spheres, reject aid at all costs, focus on developing and utilizing our own ABUNDANT natural resources and talent. Focus on education (and not the religious kind mind you - religion is and should be personal!). The same Pakistanis who are hopeless here go abroad and excel in all fields! Whats the difference? There, they have a set system of rules, laws and regulations that give them the opportunity to work and earn an honest living! Its not rocket science.
Islamabad should depend on its own resources and powers. Get out of the fear of War. America is far better than China in the field of technology. Pakistani market is full with No.10 things(third class copies). When we talk about equality, this principle should also apply on China. Saudi Arabia, Iran, India, Afghanistan and Turkey all are neighbours and friends but Pakistan comes first.
That is what we Indians have been saying on this forum again and again. China will not jeopardize a profitable relationship with India, based on trade and economics, to rescue a middle-level power like Pakistan.
Pakistan is liked by no one. Sad Situation indeed.
Chinese are wise people with a long history of self-rule. As a major global player, they perfectly know the worth of Pakistan. Our delusions of grandeur despite constant national humiliations indicate a psychological problem, lack of capacity and poor understanding of the world. I wonder what the Chinese privately think of a country which calls itself the citadel of Islam. I think the Chinese must be studying the archives of Tang dynasty to understand how we people think.
Our imbecile foreign policy planners (and we all know who they are) know only two ways to deal with America: prostrate in front of them, or call them the devil and start stoning them. A middle path is alien to them, possibly because it requires sophistication, hard work, and most frighteningly it requires civilian supremacy over military.
Ironic as it is that the two nations, India-n-Pakistan, speaking the same language, have to rely on US or China with an entirely different culture to assume a sense of false security.
If trust is built, if borders are opened, the trade between our two countries will flourish and easily surpass that of China-India, China-Pakistan, or US-India, US-Pakistan trade.
It is next to impossible to free Kashmir from either countries, and that all the talks to address it are going to be only superficial. We have wasted so much time, energy, and precious lives on either sides of the border, and it should become clear after decades of proxy-war that no one is going to give-up their part of the Kashmir.
So it would only be wise to accept it as a fate(will of Allah or Bhagwan) and keep it on back-burner, and move-on towards the peace for the sake of future generation, for the sake of long desired prosperity of impoverished. The otherwise road had been terrible for either sides.
Like the wise-man said: It would be foolish to expect a different output if you keep on doing the same thing.
Hope good sense prevails.
This is the reason why Pakistan needs to be weary of china. I have said so many times in this forum, but somehow, my comments are never posted. In all 3 wars with India, China never supported us which is why we lost the wars. We pakistani`s are emotional and only think with our hearts. Both our countries ideologies are different, our country foundation is based on Islam while they are Godless Communists. What have we done to Muslim Nations that these nations stand for the ummah? We never supported Iraq during the Invasion by US, so is the case with Libya! We have a Qaddafi Stadium but we never supported Libya. On the other hand we are helping China crush the Xinjiang Rebellion. What we need is a sound foreign policy well discussed in Parliament and open to general public. It should not be made in secretly and but should be made open the general public.
"It all depends on Pakistan itself" very clear message
Oh nation of 180 Million, open your eyes and stand on your own feet now, come out of your day dreams no one will help you unless you help yourself. Eliminate your creed and corruption hiding within you, "if you want to survive" Then eliminate the elements constantly putting you in sleeping mode by giving pills of hollow promises. Get rid off financial supports (heroin) provided by countries who actually want you to remain on their door steps, as if you got developed they will not be able to get servants for their petty jobs.
Truth hurts and this one hurts real bad. Ain't that so my Pakistani brothers? Yes?...No? ......no answer?
It was expected and people who were aware of this said that already. Pakistan is now isolated with no partners. Just lies and false promises of friendships! Wake up!
Aww..!! Every body seems hell conscious in playing with fire ball.
Indian political commentators have been saying the same things for some time now. They do not believe that China will indiscriminately arm Pakistan if the US halts military aid. China's trade with India is expected to touch $100 billion and numbers of this kind is hard to argue against. "All-weather friendship" is fine but when a friend is intent on self-destruction and creating chaos in the region by supporting terrorists, no country will like to be associated with a nation like that.
