ISLAMABAD: The Inter Board Committee of Chairman (IBCC) has decided to continue providing equivalent certificates for students who appear in the Cambridge examination systems of Ordinary (O’) and Advanced (A’)levels. The decision was taken even after the Higher Education Commission (HEC) abolished the requirement for intermediate certificates for verifying higher education degrees. IBCC sources said that only the committee has the powers for creating equivalence certificates for students of other and foreign educational systems up to the higher secondary level. In this regard, the Supreme Court has also issued a verdict. “The IBCC is an autonomous institution and policies or directives of the HEC are not applicable to it,” the official said. The official further said that the HEC in August last year presented a notification in the Lahore High Court per which it would verify degrees from recognized institutions without asking for past educational records. Previously, the HEC required original matriculation and intermediate certificates before verifying graduation and post-graduation degrees. But after the notification, matric, inter or O and A level equivalence certificates were not required anymore to verify degrees.
