PESHAWAR: All Primary Teachers Association (APTA) plan a province wise protest against the Khyber Pakhtunkhwa (K-P) government approved formula for teacher’s time scale, as well as, the intervention of non-profit organisations (NGO) in provincial education policies.

Talking to The Express Tribune APTA Provincial President Azizullah Khan said that around 86,000 primary school teachers are to hold the protest outside K-P Assembly on Monday while from April 24 they will come out on strike against the provincial government’s misguided policies across province.

Khan shared that the provincial government previously consulted the all teachers associations and they signed the agreement, however the government later added different clauses to the bill which were never mentioned to the APTA, but were later approved by the provincial cabinet.

No incentives: Teachers reject budget

He elaborated that initially, they had mutually agreed on four points, first to give an un-conditional time scale to the teachers; the education policy of 2012 would remain without any change, remove school based promotion policies and maintain promotion policies for above BPS-17.

Regarding the new articles in the bill, Khan stated that the new time scale formula has suggested that a teacher having eight years of service in the current grade would be promoted to the next scale. The problem with this being that there is not a single teacher qualified for this formula. Previously, teachers would be promoted after five years of experience with the same grade.

He further added that the government has approved a school based recruitment and promotion which is against the signed agreements.
