				<![CDATA[The murder investigation of Mir Raza could be heading in a new direction, with his father alleging that a long-time business partner and the partner&#39;s brother, an investor in the business, may have information about - or a possible connection to - his son&#39;s death.

Father, Mir Hussain, said his son had discussed a dispute with his business partner over investments and financial matters before his death. He identified Ahmed as Raza&#39;s business partner and Ahmed&#39;s brother, Abdullah, as an investor in the business. He alleged that a dispute had developed between Raza and the two brothers over the pricing of raw materials purchased for desserts prepared at Waffix branches.

According to Hussain, the raw material was supplied through Abdullah&#39;s departmental store, and Raza had raised concerns over what he believed was overbilling.

The allegations have added a new dimension to the case. Hussain said Ahmed had been Raza&#39;s friend since grade I and that the two had shared a 21-year relationship. However, he claimed that both brothers had cut off contact with the family following his death.

When contacted by The Express Tribune regarding the allegations, Ahmed denied them. Ahmed has since obtained pre-arrest bail from the court. Hussain, however, maintains that his son&#39;s business partner may know more about the circumstances surrounding the murder and alleges that potentially significant information has not been fully pursued by investigators.

The questions surrounding the business relationship have also surfaced in correspondence sent to the chief minister by Raza&#39;s lawyer, Jibran Nasir. Of the 24 questions raised by Nasir, at least seven concern the possible role of Ahmed and Abdullah and the information they may have provided during the police investigation.

Nasir said the Call Data Record (CDR) showed that Raza&#39;s last contact was with Abdullah at 2.23am. He said the statements and information obtained from Abdullah and Ahmed during the investigation could prove significant in establishing the sequence of events leading up to Raza&#39;s death.

Hussain had also told police that his son was concerned about alleged financial irregularities at Waffix branches. About a month before his death, he said, Raza had hired an auditor to examine the accounts of all the branches.]]>

				<![CDATA[A 24-year-old man from Qayyumabad died of rabies encephalitis while undergoing treatment at Jinnah Postgraduate Medical Centre (JPMC), raising the number of rabies-related deaths reported in the metropolis this year to 18.

The deceased, identified as Shehryar, was bitten by a stray dog around two months ago but did not receive the recommended anti-rabies vaccination.

According to JPMC Emergency Department in-charge Dr Irfan Siddiqui, seven people have so far died of rabies at the hospital this year.

Hospital officials said Shehryar was brought in with suspected rabies encephalitis and provided immediate medical care. A neuromedicine team was called in for assessment and the patient was administered sedatives and other necessary treatment. However, he died at around 9am.

Dr Siddiqui said rabies was an extremely dangerous and fatal disease that was usually transmitted through the bite of an infected animal or contact between its saliva and an open wound.

He stressed that once symptoms appeared, treatment became extremely difficult, making immediate preventive measures after an animal bite essential.

The doctor advised people bitten by a dog or any suspected rabid animal to wash the wound thoroughly with soap and running water for at least 15 minutes. He warned against applying chilli, oil, soil or other household substances to the wound and urged victims to seek immediate medical attention.

He said completing the recommended anti-rabies vaccine course after a dog bite was essential. The number and schedule of vaccine doses depended on the nature and severity of the wound and the patient&#39;s previous vaccination history.

In cases involving deep wounds, bites to the face or hands, or direct exposure of an open wound to animal saliva, some patients may also require rabies immunoglobulin, he added.

Dr Siddiqui urged citizens not to take dog bites lightly or wait for symptoms to appear, stressing that rabies was preventable if the wound was washed immediately and the victim received timely medical assessment, vaccination and, where necessary, rabies immunoglobulin.

More than 30,000 dog-bite cases have been reported in Karachi this year. Of the 18 rabies-related deaths, 11 were reported at Indus Hospital and seven at JPMC.

Citizens have called for effective measures to control the growing stray-dog population and ensure the availability of anti-rabies vaccines and other essential facilities at public hospitals.]]>

				<![CDATA[A pregnant woman and her newborn allegedly died due to negligence and unavailability of a bed at Jinnah Postgraduate Medical Centre (JPMC) during childbirth, prompting the hospital administration to form a three-member inquiry committee to determine those responsible.

According to JPMC, the woman had initially been admitted to the Gynaecology Ward but was later shifted to the Gastroenterology Ward after developing gastrointestinal complications. When her condition deteriorated, doctors at the Gastroenterology Ward contacted the Gynaecology Ward 9-A, officials said. Doctors at the Gastroenterology Ward alleged that a bed was available in the Gynaecology Ward but was not provided to the patient, forcing her to deliver the baby in the Gastroenterology Ward. Both the woman and her newborn died during childbirth, according to the hospital administration.

Following the incident, the JPMC administration constituted an inquiry committee headed by the joint executive director to investigate the circumstances surrounding the deaths. Professor Abdul Rab of the Department of Medicine will serve as the committee&#39;s chairman, while Deputy Executive Director Dr Yahya Khan Tunio and Dr Shazia Naseeb of the Gynaecology Department will be its members.

Joint Executive Director Dr Salman said the committee had been formed to investigate the incident and determine responsibility. He said action would be taken against anyone found guilty of negligence or dereliction of duty. According to the hospital administration, the committee will examine all aspects of the incident before submitting its findings.]]>

The corporation&#39;s spokesperson in a statement on Thursday held the authority&#39;s officials responsible for their dwindling revenues, contending that one hand new constructions are spreading rapidly in Hyderabad, and on the other hand their revenues earned from the NOCs are dropping fast.

The spokesperson also argued that the city&#39;s local government is also bearing the brunt but the financial losses for HW&amp;SC are much higher at a time when the corporation is not even able to pay monthly salaries and pensions to its workforce.

The buildings, homes and other structures using HW&amp;SC supplied water and the corporation operated drainage system in the city are adding financial burdens on the corporation while at the same time denying it the due revenues. 				<![CDATA[An eight-year-old schoolgirl was allegedly subjected to an attempted sexual assault at a public primary school in Soldier Bazaar on Thursday, triggering a protest outside the local police station and the arrest of the suspect.

The suspect, identified as Shehryar, is the son of the school&#39;s watchman, police said. A case has been registered against him on the complaint of the girl&#39;s father, Muhammad Ibrahim, and further investigation is under way.

According to police, the Class-II student was allegedly targeted at the Government Girls and Boys Primary School Soldier Bazaar No 2. The girl managed to flee the school and reached home, where she informed her family about the alleged incident.

Her family subsequently went to the school, where an altercation broke out and some property was allegedly damaged. Local residents also gathered at the scene and reportedly caught the school watchman, Ibrahim, and his son, subjecting them to violence before handing the suspect over to police.

The family later staged a protest outside the Soldier Bazaar police station. Demonstrators burned tyres and blocked the road to traffic, demanding action against the suspect.]]>

				<![CDATA[The biannual examination system for Associate Degree (AD) programmes offered at government colleges under the University of Karachi (KU) has once again been thrown into uncertainty, with the Regional Directorate of Colleges recommending that the examinations not be held this year.

Regional Director Colleges Karachi Gulab Rai has recommended to the university that the biannual system be suspended for another year, arguing that further work is required on the AD programme courses.

KU has also decided against conducting the examinations for now and will place the matter before its Academic Council for a final decision.

The examinations were scheduled for July, but the university&#39;s examination department has yet to make arrangements. Examination forms have not been collected from students, nor have examination centres been established or dates announced, leaving colleges and students uncertain about the examination schedule.

Talking to The Express, KU Acting Vice Chancellor Prof Dr Tufail Ahmed said he personally believed that examinations should be held twice a year under the semester system in accordance with Higher Education Commission rules.

&quot;However, college-side teachers do not want this system,&quot; he said, adding that, according to information available to the university, universities in Punjab had also not introduced either the semester or biannual system for Associate Degree programmes.

He said the issue would be presented before the Academic Council at its meeting on September 1 and the university would implement whatever decision the council took.

According to sources, Rai has also recommended in a letter to the KU VC that the biannual examination system be suspended this year as well.

He maintained that further work was required on the courses offered under the AD programme and that suspending the examinations would be in the best interests of colleges and students. The examinations were scheduled for July but have yet to be held.]]>

According to a notification issued by the Sindh Health Department on June 30, and effective from July 1, all dispensaries operating under Karachi&#39;s district health offices have been separated from the department and handed over to PPHI.

The notification, signed by Health Department Deputy Secretary (Staff) Ali Nawaz Channa, directs all district health officers (DHOs) to prepare and verify inventories of medicines, medical equipment, supplies and other usable and non-usable items available at the facilities before handing them over to PPHI. The transfer comes at the start of the financial year, when budgets for primary healthcare facilities are generally released in July. The move is aimed at placing the budgets allocated for Karachi&#39;s primary healthcare centres directly under PPHI.]]>

				<![CDATA[Babies in Pakistan who are not breastfed face up to 15 times higher risk of death, health experts has warned, as the country struggles with alarmingly low rates of breastfeeding among newborns.

Only one in five Pakistani babies receives breast milk within the first hour of birth, while just 48% of infants under six months are exclusively breastfed, experts said at an awareness and training session held at the Karachi Press Club to mark World Breastfeeding Week. The session was organised jointly by the Sindh Institute of Child Health and Neonatology (SICHN), UNICEF and the Sindh Health Department.

SICHN chief Prof Dr Jamal Raza said the rate of breastfeeding within the first hour of birth remained extremely low, with only 20% of newborns receiving breast milk during this critical period. He said the trend of bottle-feeding was increasing every year, posing serious health risks to children.

&quot;Babies who are not breastfed can face up to 15 times greater risk of death than those who are exclusively breastfed,&quot; Dr Raza said, adding that the risk was around three times higher among partially breastfed children.

He said low breastfeeding rates were associated with around 33,700 child deaths annually in Pakistan, including deaths from preventable diseases such as pneumonia and diarrhoea.

Dr Raza said breastfeeding was beneficial not only for babies but also for mothers, protecting women against breast cancer and other diseases.

He said increasing the breastfeeding rate to between 40% and 60% could prevent around 7,500 child deaths, while raising it to 70% could save nearly 14,000 lives. He stressed that given Pakistan&#39;s high newborn mortality rate, breastfeeding should begin immediately after birth. Infants should be exclusively breastfed for the first six months, followed by complementary foods while breastfeeding continues for two years or longer.]]>

				<![CDATA[The body of an unidentified minor girl, believed to be between six and seven years of age, was recovered in a naked state from a drain near a wedding hall at Landhi Hospital Chowrangi on Mehran Highway on Wednesday, police said. The body, which was wrapped in a gunny bag, was several days old, according to police.

The grisly discovery was made within the limits of Quaidabad police station, near Gondal Wedding Hall. Upon receiving information, police reached the spot and summoned the Crime Scene Unit to collect evidence.

Speaking to the media, PS Quaidabad SHO Gulzar Tunio said that the girl could not be identified immediately. He revealed that on August 13, a girl named Aisha Gulalai, of a similar age, had gone missing from the limits of the same police station. A case regarding her disappearance had been registered at PS Quaidabad.

Police initially suspected that the recovered body might be that of the missing girl and summoned her family to JPMC for identification. The girl&#39;s father, paternal aunt, and maternal grandfather reached the hospital but failed to identify the body. SHO Tunio said a post-mortem examination would be conducted to determine whether the minor had been subjected to sexual assault.

Two bodies found inside car in garage

A foul smell led to the discovery of two bodies found inside a car parked in a garage at Sea View Apartments near Nishan-e-Pakistan in Clifton, with police suspecting that the two men may have died of suffocation.

The victims appeared to have been dead for one to two days, according to the police. The bodies were discovered after residents noticed a foul smell coming from the garage and alerted police.

Darakhshan SHO Rashid Ali said one of the deceased was identified as 34-year-old Asadullah, a resident of Sherin Jinnah Colony in Keamari&#39;s Gulshan Sikandarabad. He was employed as a driver by an elderly resident of the apartments.

The second victim, believed to be between 20 and 22 years old, could not immediately be identified.

Police said Asadullah&#39;s body was found in the driver&#39;s seat, while the other man was found in the rear seat. Both were reportedly found in a semi-naked state.]]>

				<![CDATA[Administrative affairs at Kheme Jo Par Town Committee in Umerkot&#39;s Dahli taluka have reportedly come to a standstill amid a dispute between the town chairman and town officer, with the committee unable to provide its audit record to the Public Accounts Committee (PAC). The PAC has ordered the Local Government Department to obtain the town committee&#39;s complete record within three days, investigate the matter and identify those responsible.

The PAC also expressed serious concern over local councils across Sindh spending crores of rupees every month through multiple quotations in the name of emergencies, and directed all local councils to stop making purchases through quotations instead of following the tendering process.

The PAC meeting was held on Tuesday in the committee room under the chairmanship of Nisar Khuhro. The meeting reviewed audit paras concerning local councils in Mirpurkhas Division.

The dispute at Kheme Jo Par Town Committee came to light when Town Officer Ejaz Khasheli explained why the audit record had not been provided. He told the PAC that the town&#39;s entire official record was in the custody of Town Chairman Mumtaz Ali Rahimoon, who was not handing it over to the officials. He said written complaints regarding the matter had already been submitted to the district administration, the regional director and the LG dept, adding that a town officer had previously been suspended over the non-provision of the record.

PAC Chairman Nisar Khuhro asked what legal action was prescribed for keeping official records in one&#39;s personal custody.

Committee member Qasim Soomro said that, as a first step, the Local Government Department should obtain the town committee&#39;s record within three days and conduct an inquiry. If the town chairman was found involved, he said, the matter could be referred to the Local Government Commission, which could take action against the chairman under the relevant law.

The Regional Director Local Government, Mirpurkhas, said the town chairman was unhappy with the posting of the town officer and was therefore not handing over the record.]]>

Police also detained several women during the demonstration.

The protesters said around 17,000 lady health workers were serving across Sindh and demanded protection of their jobs, a proper service structure and allocation of adequate funds for the programme in the provincial budget.

They also called for an end to any plan to outsource the services of lady health workers to a private company or third party and demanded protection of all their legitimate rights under the service rules.

After negotiations, Lady Health Workers Association central president Halima Laghari announced the end of the protest.]]>

				<![CDATA[Sharjeel Inam Memon, Sindh&#39;s Senior Minister, who holds the portfolios of Information, Transport and Mass Transit, has said all citizens are equal in the Pakistan envisioned by Quaid-e-Azam Muhammad Ali Jinnah, stressing that minority communities are an important part of the country&#39;s strength and national identity.

In a message on National Minorities Day, Sharjeel said Hindus, Christians, Sikhs, Parsis and members of all other minority communities were a source of pride for Pakistan. &quot;Whether it is Diwali, Christmas, Baisakhi or Easter, Sindh&#39;s beauty lies in the colours of different religions and cultures,&quot; he said, adding that protecting minority rights was not an act of favour but a constitutional right of every Pakistani.

Sharjeel said the Sindh government had always considered the protection of the constitutional, religious, social and economic rights of minority communities its responsibility. He said PPP Chairman Bilawal Bhutto Zardari and the Sindh government were clear that all citizens of Pakistan were entitled to equal rights. There was no room for discrimination on the basis of religion or faith in Sindh, he added.

According to Sharjeel, the provincial government had taken several practical measures for the welfare, education and social protection of minority communities and the security of their places of worship. A scholarship programme for minority students was ongoing, with more than 6,000 students receiving scholarships between 2020 and 2025, he said.

The government wanted minority youth to play a greater role in the country&#39;s and province&#39;s development through education and skills, while ensuring equal opportunities for advancement, Sharjeel added. He said the Sindh government also provided financial assistance ranging from Rs25,000 to Rs50,000 for the marriage of daughters from deserving minority families.]]>

				<![CDATA[A pregnant government schoolteacher and her unborn baby died after she was allegedly not provided timely medical treatment at the Rural Health Centre (RHC) in Bhit Shah, according to her family.

The deceased, identified as Hina Bano, was a primary schoolteacher. According to her relatives, she fell at home, following which her condition deteriorated and she was taken to the RHC Bhit Shah for medical treatment.

The family alleged that Hina remained in pain at the hospital for around two hours, but the medical staff allegedly told them that she was not suffering from any serious problem.

According to the family, when her condition worsened, doctors decided to refer her to Hyderabad. However, she died on the way to Hyderabad. Her unborn baby also died.

Following the incident, Hina&#39;s relatives, along with political and social activists and other residents, staged a protest at Allahwala Chowk in Bhit Shah.

The protesters accused the hospital administration and staff of negligence and demanded action against the doctors and other personnel allegedly responsible for the delayed treatment.

They called for a transparent and impartial inquiry to determine those responsible for the deaths, warning that the scope of their protest would be expanded if action was not taken.]]>

				<![CDATA[Pakistan Peoples Party candidate Barrister Asfandyar Khan Kharal has won the PS-30 Khairpur-V by-election, the Election Commission of Pakistan announced on Monday and issued Form-47.

According to Form-47 issued by the returning officer, Kharal secured 48,986 votes to win the seat that fell vacant after the death of his uncle, five-time MPA Naeem Ahmed Kharal.

Independent candidates Syed Qasoor Mehdi Hassan Shah and Muhammad Musa Buriro finished second and third with 1,299 and 702 votes respectively.

Voter turnout remained low at 20.53 percent. Out of 254,980 registered voters, 52,355 cast their ballots. The RO rejected 570 votes due to errors, while 51,785 votes were declared valid. The constituency has 133,337 male and 121,943 female voters. The PPP had awarded the ticket to Asfandyar Kharal, a legal practitioner and University of London graduate.

According to PPP sources, party Chairman Bilawal Bhutto Zardari personally handed him the ticket.The seat was previously held by Naeem Ahmed Kharal, who won it for PPP in the February 2024 general elections.

A total of 164 polling stations with 592 polling booths were set up in the constituency, which comprises Gambat and Sobhodero talukas. Police declared 64 polling stations &quot;very sensitive&quot; and 68 &quot;sensitive.&quot;The victory allows PPP to retain the seat in the Sindh Assembly.

				<![CDATA[The Sindh Information Commission (SIC) has urged citizens to use the Sindh Transparency and Right to Information Act, 2016, to obtain records on public welfare projects, government spending and utilisation of funds, warning officials that withholding required information could lead to penalties and other legal action.

Speaking at a seminar at the Arts Council in Sukkur, SIC commissioners said government officials were legally bound to provide requested information to citizens and could face penalties, punishment and other legal consequences for refusing to do so.

Senior Commissioner Muhammad Saleem Khan said the first commission was constituted for a three-year term in 2017 following the enactment of the 2016 law. He said the commission comprised a chief commissioner and two commissioners, while an executive director handled administrative responsibilities.

He said the commission also conducted inspections of government departments. He described the SIC as an independent and autonomous institution empowered under the law to exercise the powers of a civil court.

SIC Commissioner Noor Muhammad Dayo said designated officers were required to register applications submitted by citizens seeking information and respond within 15 days. He said an additional 10 days could be allowed on the basis of a valid reason.

Dayo said that if a complaint was lodged against a designated officer for failing to provide required records, the commission could conduct an inquiry and impose penalties, punishment or take other legal action.]]>
