The Sindh High Court has issued a show-cause notice to the National Database Registration Authority's (NADRA) regional director, asking him to explain why contempt proceedings should not be initiated against him for defying the court's directives to issue a CNIC to an Intermediate student from Buner district, Khyber-Pakhtunkhwa.


Headed by Justice Sajjad Ali Shah, the division bench issued the notice while hearing a petition filed by Zakir Khan, who had approached the court against the interior secretary and the NADRA regional director for declining to issue his ID card.

The petitioner maintained that he was born in Karachi in 1995 and his birth certificate was issued by the secretary of Union Council 9, Civil Lines in Saddar. A few years ago, Khan's father moved to Buner district, while he continued to reside in Karachi with his uncle.

Khan claimed that he applied to the NADRA regional office for a CNIC, fulfilling requirements such as copies of his parents' ID cards. He further alleged that the officer kept him waiting for a month and then refused to issue him the CNIC.

On Friday, the petitioner told the two judges that the court had earlier ordered the authorities to issue him the ID card within 10 days and decide his case strictly according to the laws. Claiming that they had failed to comply with these directives, he pleaded to initiate contempt proceedings against them.
