LAHORE: An additional district and sessions judge on Saturday sought comments from the Harbanspura SHO on a petition seeking a case against a man for not paying for items he purchased and posing death threats when asked to pay up.

Petitioner Khurram Shehzad Khan said that on October 22, Amir Naeem bought electronic goods from him worth Rs200,000. He said Naeem didn’t pay Rs50,000, saying he would pay the remaining amount after a few days.

He said Naeem did not keep his promise. He said when he asked him to pay up, Naeem threatened to kill him. He said when he approached police, the SHO did not take him seriously. He asked the court to direct the SHO to register an FIR against him.

I expect that our courts are swamped with requests for instructions to the SHO under Section 24 of our Criminal Procedure Code. It appears as if the SHO is behaving in this unwanted way to reduce the work load in his thana. What is a low cost way of solving this problem? One way would be to increase the number of Investigating Officers in thanas requiring such a fix.
