Monitoring funding: New law to regulate NGOs on the cards

The local partner NGOs will be required to obtain a registration certificate from the SECP

The government is introducing a new law to regulate and monitor local and international non-governmental organisations (NGOs/INGOs) and individuals receiving foreign funding.


The local and foreign NGOs are registered under five different laws and most of them are regulated by the Securities and Exchange Commission of Pakistan (SECP).

The proposed law which aims to integrate local and foreign NGOs came under discussion at a meeting chaired by the law ministry secretary. Representatives of the SECP, the Economic Affairs Division, the fiancé ministry, the State Bank of Pakistan and the Federal Board of Revenue attended the meeting.



International NGOs will be required to seek registration with the Economic Affairs Division (EAD) and sign a memorandum of understanding with it valid for up to five years whereas the local NGOs will be required to obtain a registration certificate from the SECP.

The SECP representatives gave a presentation detailing the salient features of the proposed law.


The law ministry officials proposed some amendments to the draft before taking it up in the next meeting.

About time that the government is serious in tracking the money funneled for terrorism under the umbrella of NGOs. Some of these are labelled as NGOs and their only purpose is to launder money and fund terrorism which makes the rest of the NGOs look bad.
