Prerequisite: NTS test must for legal practice, says LHC

The court dismissed a petition against the test provision implemented by the Pakistan Bar Council

Lahore High Court (LHC) has declared a National Testing Service (NTS) test mandatory for obtaining a licence to practice law.


The court dismissed a petition against the test provision implemented by the Pakistan Bar Council. It declared the test mandatory for law graduates to get licence. Advocate Sheraz Zaka, counsel for the petitioner, told the court the council’s decision to declare an NTS test mandatory to get a licence was discriminatory and violated rights of the applicants.


He said various bar councils already took tests before issuing licences and that the NTS test was an additional burden on the candidates. He said the condition applied to only those who had obtained a degree from a university in the country. Law graduates from universities abroad were exempted, he said.


He said students of local universities were thus discriminated against. He requested the court to declare the test unlawful.
