US to cut aid to Pakistani army units over abuse: NYT

WASHINGTON: The United States intends to cut off aid to about a half-dozen Pakistani army units believed to have killed civilians and unarmed prisoners, The New York Times reported late on Thursday.

If confirmed, the decision would represent an extraordinary censure of the Pakistani military just as President Barack Obama’s administration seeks greater action from Islamabad in tackling Taliban safe havens.

The Times said the United States has not told Pakistan of the decision, even though senior Pakistani and military officials are in Washington for a series of meetings.

It quoted an unnamed US official saying there was “a lot of concern about not embarrassing” the Pakistani military. US officials this year have repeatedly raised questions with Islamabad about allegations of extra-judicial killings by the Pakistani military, an important ally in the American-led battle against the Taliban and al Qaeda militants.

Last month, Washington asked Pakistan for information about an Internet video purporting to show Pakistani troops, lined up in a firing squad, shooting bound and blindfolded young men in traditional clothing.

US law forbids funding foreign military units that are singled out for gross human rights violations. Human Rights Watch said it briefed US State Department and congressional officials earlier this year about evidence of more than 200 summary executions of suspected Taliban sympathisers.

Those killings were said to have taken place in the Swat Valley, home to about 1.3 million people and the site of a Pakistani military operation last year to take back the former Taliban stronghold.

    How odd, the US funded and backed zia and his floggers, chile’s pinochet with his death squads, the shah of iran’s bloody coup against a democratic government, saddam’s chemical gassing army rule in iraq and on and on and on.
    Now they’re threatening to cut funding for a unit fighting and killing terrorists as requested by the US, and that too over a fake video, and that too just as Obama is about to visit india. I bet the Americans are so happy that the rest of the world is so stupid and apatheticRecommend

    From Abu Ghraib to numerous killings of Afghan citizens, the US army has come across as the most brutal, trigger happy army, with absolutely no regard for the sanctity of human life. But on the other hand, it will be good if Pakistan army’s money line is snapped, at least take away something for is barbaric ways. Recommend

    To value and safeguard human rights is a significant achievement in the triumph of the human society and an important representation of modern civilization. It is also a mutual objective of people of all countries and races and a key theme to peace. All the states have the basic obligation to make efforts to promote and protect human rights in their own territories, and to promote international cooperation in accordance with the norms of international relations. No country in the world should view itself as the incarnation of human rights, and use human rights as a tool to interfere in affairs of and exert pressure on other countries and realize its own strategic interests. The United States reigns over other countries and releases Country Reports on Human Rights Practices year after year but has always embraced double standards on human rights concerns. It often exerts pressure on other countries to invite the UN special rapporteur to assess and report on the status of their human rights values, but it has rejected such norms and has turned down the request for a joint visit to the military base at Guantanamo Bay from several special rapporteurs. The so-called flag bearer of Human Rights, turns blind eye to the HR violation committed by Friendly countries like India and Israel to enhance its own objective. Arundhati Roy, famous writer and social activist has said that “since the country gained independence there have been wars against tribals, dalits and others in several parts of the country leading to violation of human rights and people are struggling for human rights more than justice,”. This is not first reported incident, there are many more human rights abuses in Indian occupied Kashmir, from Jan. 1989 to September 30, 2010 93,471 citizens have been killed including 9,962 rape cases by Indian forces. So is the case of Israel, Justice Karl Hudson-Phillips, Chair of the United Nations Fact-Finding Mission to investigate violations of international law, including international humanitarian and human rights law, resulting from the Israeli attacks on the flotilla of ships carrying humanitarian assistance, said the Mission made critical findings of fact which bore repetition. These included that no arms or weapons of an offensive nature were taken on board any of the vessels of the flotilla save for a few catapults. The Israeli soldiers used live ammunition on the passengers of the Mavi Marmara, killing nine and injuring over fifty with live bullets. The Mission considered that the conduct of the Israeli military and other personnel towards the flotilla passengers was disproportionate and excessive and that they demonstrated levels of unnecessary violence, and that serious violations of both humanitarian and human rights law occurred during and after this incident.Recommend

    I could not help but remember the quote of US president when USS liberty was ambushed by Israel forces. USS liberty called for help and when the help was on its way..it was called back by the president saying
    ” We are not going to embarrass our friends over a misunderstanding ( death of 34 sailors)”

    Money should be cut, not just to the army.. but to every facet of our country… and thats when we will get up on our feet… and start our own true economy.. the only way to rise to bottom of the top…Recommend

    It seems US has very conveniently forgotten the genocide they committed against the Native Indians by US army, we must make them remember by highlighting on fora like these, otherwise they will keep acting like our masters and treat us as their slaves. The brutality they showed towards the Native Indians cannot even be fathomed in today’s day and age.Recommend

    Aid is being blocked to a handful of units not the entire military. Most probably as a pre-emptive act to ward of critics in the US before they announce the $2 billion mult-year package for the Pak military which will have to be passed through congress and the senate. This move is just to appease those congressmen and senators who may raise objections. And they very fact that we all know about Abu Gharaib, the Shah of Irans brutality using American weapons and the US soldiers who were chopping off limbs as trophies atleast goes to show that they are more transparent than we are. People have been court marshalled for those actions, sure many of the superiors have gone away, but how many of the Pak military have been court martialed for what happened in East Pakistan?

    This is all politics, and if you want to claim hypocrisy, well it might be. But if the hypocrite has the money, and all your latest toys have made in America written on them, then you cant really complain. Recommend

    Ah so this is what video leak (of Army men killing militants) was all about- US the hyppocrat wanted to cut the already committed funding, well it should be seen blessing in disguise because not having begged money will force Army to rely more on interal funding and that will help them put more checks and balances hopefully.

    BTW, in case army did do such killings, it definitely can’t be condoned but what about those daily drone attacks which are taking place everyday, who is to judge the authenticity of claims by US that every attack is only killing militants…..

    Nice move taken by the US. The culprit soldiers must be brought to justice and sentenced to death penalty. God knows what else is our soldiers doing in Sawat and Waziristan. It only drawn the world attention because it was filmed. There might be some more barbaric war crimes committed by our holy Pakistani Army in the war zone.Recommend

    LOL!!! If the same principle would apply on US army, i am afraid their soldiers would start begging from Afghanis and Iraqis! They are just trying to present themselves as champion of human rights! They forget what they had done in Abu gharib Iraq, Guantanamo bay , Afghanistan and Iraq.They have bombed marriage parties and mosques.     Now that America is closer to the year 2011 when it plans to leave Afghanistan, it has ‘rightly’ hinted at the extra judicial killings of Pakistan army. America always remembers these things to ditch the very people it is closely working with. From Saddam to Zia to Noreiaga to Pinochet to Musharraf to Shah of Iran– and for that matter to Taliban — to Kayyani. Recommend

    Will the US never learn? Everytime they ry to stop the Pakistani military it just becomes more self-reliant…

    They stopped the A1M1 Abrams tank, so we made Al-Khalid, Al-Zarrar etc…
    They stopped the F16′s, so we made JF-17…
    They stopped leasing ships, so we’re making the F-22…
    They stopped subs, so we’re making Agosta’s…
    They stopped our ammos, so we started making missiles and nukes…

    Hmmm, money was about the only real leverage they had and if they stop that – then maybe some honour can be regained??

    The purpose isn’t th quality of weapons being creating, butthe fact that we [the Paks], when pushed can do anything… ANYTHING!

    And yes, if that clip is genuine, which I doubt given the expertise of th modern film industries, then those soldiers should be brought to book – after all, it is the PAKISTAN Army, not the US!Recommend

    The video is real. The Swatis have more of these videos of unarmed civilians being killed by the pakistani army. But the nationalistic dumbos will keep denying the crimes.Recommend

    This is not a simple 2+2=4 matter. The incident needs investigation. There is a war going on with the terrorists who don no uniform, are themselves subject to no rules and operate mostly through stealth and subterfuge. In times of war, it is not possible to arrange a hearing and obtain a conviction before firing a shot. The circumstances attending the alleged shooting need to be ascertained before firing off an opinion.Recommend

    Most of the comments here are criticizing the fact that US has tried to punish the Human Rights abusers and are completely and willfully,even, ignoring that fact that there was a extra-judicial killing right near the nation’s capital!
