The UN General Assembly concluded a two-day debate on Security Council reforms during which Pakistan opposed the creation of new permanent seats in the 15-member body.
“There should be no new centres of privilege,” Pakistan’s Ambassador to the UN Masood Khan told the 193-member assembly in the course of the debate in which some 80 delegations took part.
Quoting from Premier Nawaz Sharif’s address in the General Assembly, the Masood said, “We need a reform that carries the interests of all; not the ambitions of a few.”
The intended reform must plan for a dynamic future, not entrench or replicate historical patterns, based on prerogatives and privileges, he said. Pakistan, he said, would respect and understand Africa’s collective demand for the continent’s enhanced role in the Council, Masood added.
The Pakistani envoy said the group of four countries, G-4 (Brazil, India, Germany and Japan), who are pushing for permanent seats in the council, were trying to foist their position on the membership as an irreversible accomplishment.
“Their position is anchored in power politics. They seem to be saying that because of their political stature and economic prowess, they now qualify to have a special status at the UN, which the other UN members do not”. Masood said the UfC has flexibility and was ready for negotiations.
Earlier, the G-4 complained during the debate in general assembly about the slow pace of reform in the UNSC.
The reform process started in 1993 but despite assurances from US, Britain and France, there has been no progress on the permanent seats.
The G-4, frustrated over the past setbacks, are mounting political pressure to force a decision that could coincide with the 70th anniversary of the UN falling in 2015.

Pakistan is one of the most active and respected members of the UN, with peacekeeping forces in every conflict zone and a leader of the Muslim world (representing 50 member nations).

All the main sectors, like education, health, and housing is taken care of by private sector more efficiently than by the inefficient and corrupt government, save a few. If there is a government shut down in Pakistan, like in the US, things might, actually, be better off. 180 million Awam are disillusioned by the government and they are least bothered if they go about wheeling and dealing with International Money lenders, and aid givers. It barely trickles down to the wider strata of the society. As it is said the government is poor in Pakistan, but the people are rich.

Pakistan had a GDP of $514.6 billion (2012 est.)(PPP), for the year 2013 the estimate is about $545 billion(purchasing power parity). If one take into account the 1.6 billion USD economic and coalition support fund aid, it comes to be less than 0.3 % of economy, can't even be called peanuts. What Pakistan gets from IMF or for that matter from world bank and ADP are loans which the country have to repay. This year 700 million USD have been returned. The question at that time will be that which country can claim "Pakistan" as its official name. Will it be Punjab or Sindudesh / Mohahir Subah? World body don't care what pakistan talks about.The most deserving candidate for permanent UN security council membership is none other than India.It is a big country,1/5th of world population are Indians,Emerging market and 3rd biggest economy in the world based on PPP,4th largest military power,Geographical location and its soft power,Independent foreign policy etc.
Pakistan's principle is very simple & logical, it chooses the lesser of the two evils.
The current structure of UN is victory based after WWII.
There should no change unless the reforms does actually inculcate principle, good governance, practice of UN values, contribution to UN, past record of respecting UN resolutionss, rather than mere Population, Econ-Politic-Military weight.
India is a blatant violator of UN resolutions after Israel.

Soon after independence, India quickly invaded Hyderabad, Diu, Daman, Goa, Dadra, Nagar Haveli, Sikkim, Manipur and Kashmir. All of these places had decided that they did not want to be part of India, but India invaded them with coercion and shrewdness. Sikkim was actually a separate country, but India invaded it anyway and annexed the place. Many people died because of India’s imperial conquests. The Manipur conflict lasted many years and the Kashmiri conflict continues to this day. Many other areas in the Northeast also refused to join India in the beginning and all were attacked sooner or later.
Pakistan is the second largest contributor to UN peacekeeping troops in the world, and this fact is acknowledged by most members of United Nations. Security council seat is a different subject though and a 'country relations with its immediate neighbors' is also important factor in this regard. India's hegemonic desires vis-a-vis its neighbors including Nepal, Bhutan, Bangladesh and Pakistan makes her aspirations at UNSC weak and feeble.

In fact there should be no permanent member in Security Council.It is absolutely undemocratic systems which gives the big 5 (US in particular) to unleash terror among weaker nations.If any reform is needed it is in abolition of permanent membership system.Then only global affairs can be solved in democratic way through VOTE and not VETO which is normally used to scuttle the just causes.As for as new aspiring members are concerned, if sincere, they can play constructive role in world affairs without getting a STAMP of being BIG and POWERFUL.
