After the remaining 12 police officers were demoted on the directives of the Supreme Court of Pakistan, the personnel have reportedly vacated their offices, creating a void in counter-terrorism activities in the city, The Express Tribune has learnt.
“I have vacated the post of chief of the Anti-Extremist Cell of the Crime Investigation Department, not resigned from the police department,” said the former AEC chief SSP Chaudhry Aslam Khan who has now been demoted to the rank of DSP. “I have informed my high-ups by reporting to the Central Police Office but they have not issued a notification regarding my deployment yet.”
On July 13, the out-of-turn promotions of 59 police officials were revoked and the remaining 12 official were asked to step down on August 13. “There are a number of police officers who are junior to me but have now been promoted to SP ranks,” lamented DSP Farooq Awan, who was recruited in the police department in 1982. “There is no excuse not to promote us in the DPC as Niaz Khosa, Chaudhry Aslam, Rao Anwar, along with myself, genuinely deserve the promotions on seniority basis.”
Farooq Awan, Niaz Khosa and Chaudhry Aslam Khan have also applied for their promotions to SP ranks on seniority basis through a Departmental Promotion Committee (DPC). Former Malir District SSP Rao Anwar, who was suspended and demoted to DSP rank by the apex court following the Abbas Town bombing, is also seeking promotion again to SP rank through a DPC.
“I am hopeful that I will be promoted again,” said DSP Rao Anwar who joined the police force in 1982, while talking to The Express Tribune. “It does not mean that our case should be brought up when a DPC is convened - rather, a DPC should be held as soon as possible to accord promotions to me and my colleagues.”
No vacancies
The police department has the capacity to accommodate 53 officers on SP posts, however, 15 have already been promoted in a DPC held last week.
Sources privy to the matter told The Express Tribune that almost all the preparations for the DPC had been made. “Only Niaz Khosa has a solid chance of being promoted to the SP rank,” said an officer. “Farooq Awan stands a 50-50 chance of being promoted as well. It is unlikely that any other officer will be promoted on seniority basis as there are hundreds of applicants vying for the 38 vacancies.”
Meanwhile, the Anti-Car Lifting Cell chief, SSP Munir Shaikh, has been given an additional charge of the Special Investigation Unit after SSP Farooq Awan left the charge following his demotion to DSP rank while Criminal Investigation Agency ADIG Gul Hameed Sammu has been given an additional charge of the AVCC in replacement of Niaz Khosa. The postings of the officers in other specialised units have yet to be made.
