LAHORE:

Additional District and Sessions Judge Rai Ayub Khan Marth declared three police officials proclaimed offenders on Friday after they did not appear despite issuance of first bailable and then non-bailable arrest warrants for their production.

Earlier, the judge had sought an explanation from the CIA SP for not arresting Assistant Sub-inspector Shakeel Ahmed Butt, Constables Mohammad Ahsan and Mahboob Elahi accused of killing a man.

The judge had issued several notices and non-bailable arrest warrants for the police officials, but they did not turn up after their bail applications were dismissed by the Lahore High Court.

The judge had also directed the CIA SP to produce the three before him and in case of non-service, the SP was required to appear in person to explain his position. At previous hearing, the judge had directed the CCPO to depute an officer not below the rank of DSP to arrest the men and produce them before the court. On Friday, the Hadiara SHO submitted a report stating that the men were hiding to avoid arrest. He said there was no chance apparently of their arrest in the near future. The court then initiated proceedings for declaring them proclaimed offenders.

On January 18, ASI Shakeel Ahmed Butt of CIA, Ghaziabad and Constables Muhammad Ahsan and Mehboob Elahi raided the residence of Naimat Ali and took Asif and Amir to the police station, directing them to produce Naimat Ali. Complainant Mohammad Munir said he took Naimat to the police station upon which Asif and Amir were released. The police officials told the complainant they needed Naimat for a day for questioning.

The complainant said when they visited the police station the next day, they found that police had tortured him. After a few days, police called him and handed over Naimat to him, but his condition was already critical and he died on reaching home. The family then placed the body on a road and protested against the police. On the directions of Chief Minister Shahbaz Sharif, a case was registered against the policemen.
