‘Black category’: Security forces present list of held militants

Home secretary updates PHC, says ‘white category’ militants will be released.

A list detailing militants currently being detained by security forces was presented before the Peshawar High Court (PHC) on Tuesday.


The names of the accused have been divided into black, grey or white category militants.

Khyber-Pakhtunkhwa Home and Tribal Affairs Secretary Muhammad Azam Khan informed the PHC that a meeting chaired by the provincial chief secretary on December 14 decided that security forces and agencies would deal with all cases according to the law of the land. Azam said the meeting was attended by security and intelligence officials.

Briefing a PHC division bench comprising PHC Chief Justice (CJ) Dost Muhammad Khan and Justice Waqar Ahmed Seth, the home secretary said that 45 ‘white category’ militants had been released and 190 ‘black category’ militants had been shifted to internment centres. He said that five ‘grey category’ militants had been handed to the Khyber Agency political administration to be tried under the Frontier Crimes Regulation (FCR).

Azam said that 86 others currently being held need rehabilitation and would be taken to the centre in the first week of January. He said that the process of releasing white category militants would continue.

So far, 54 black category militants had been shifted to the internment centre in Lakki Marwat, 56 to Fizza Gatt and 80 to internment centre Pythome in Swat. Azam also said that 200 more detained people would be shifted to the internment centre in Kohat once it was fully established.

Frontier Corps Major Farrukh also informed the bench that 71 people have been sent to different internment centres set up in tribal areas. He said that 27 black category militants had been sent to Fort Slop in Khyber Agency, 14 to Ghallanai, 11 to Lakki Marwat, seven to Parachinar, five to Khar in Bajaur Agency and one each to Timergara, Landikotal, Tal and Ali Zai.

He also said that three grey category militants would be handed over to the Khyber Agency political administration to be tried under the FCR.

The bench said security and intelligence agencies had no authority to detain people for long periods of time and that if there were charges against a person, they should be handed over to the police and tried under relevant sections of the law.

Courts have always given benifit of doubt to the terrorists at the cost of innocent Pakistanis, Soldiers and lately Polio program workers. They have repeatedly unleashed terrorists upon the people.
