Traffic fines: Govt, home secretary directed to file replies

Petitioner says traffic warden cannot issue tickets.

The Lahore High Court on Friday directed the Punjab government and the home secretary to file their replies to a petition challenging the issuing of tickets (challans) by traffic wardens in the city.


Petitioner Muhammad Akram submitted that traffic wardens were illegally issuing violation tickets to control and manage the traffic. He said that their appointments in grade-14 were also illegal as as appointments in that grade had to be made through the Punjab Public Service Commission (PPSC).

“At the time of their appointment, it was announced that the wardens would only provide services to the commuters and facilitate them,” the petitioner said.

He said that soon after their appointment the wardens had started issuing tickets. He added that their rank of sub inspector was also illegal.

The petitioner said the imposition of fines was a power vested in local magistrates, not the wardens. The petitioner sought directions to the government to stop wardens from issuing tickets.

Justice Muhammad Farrukh Irfan Khan ordered the Punjab government and the home secretary to submit their replies till May 29.
