Why the PPP government is good for Pakistan

Published: February 23, 2012

The writer is a former information secretary of the PPP and currently an MNA

Predictions were made, bets were placed and wild speculations made the rounds. It seemed that the fall of the prime minister was imminent and the PPP-led government was doomed. One could see gloating faces on TV channels, faces that had been forecasting the end of the Gilani’s government for the last four years. It seemed as though their prophecies were about to become reality. But the day came and went and nothing earth-shaking happened.

When the seemingly shaky coalition began its term, few expected him to become the longest reigning prime minister of the country. And even fewer thought he will deliver. But he surprised them all. No one thought that he will accomplish what many of his predecessors did not. Unanimously elected as the leader of the house, Yousaf Raza Gilani inherited a highly fragmented society and extremely divided polity which was in despair over the brutal murder of their leader, Benazir Bhutto.

No one thought that a party of 127 members in a house of 342 members would bring changes unprecedented in the history of parliament. The three amendments and 48 legislative bills passed unanimously speak volumes of the soft-spoken and humble prime minister. Committed to the policy of reconciliation and a strong believer in parliament as holder of collective wisdom, he remained focused on building bridges between and amongst all stakeholders. He never distinguished between members from his own party and those from other parties. His accessibility to all across the board created space for him for political dialogue in even the worst crisis. The doors of negotiation and dialogue were kept open to all. During the last four years, the members of parliament faced many existential threats, but never was it faced with deadlock. In the last assembly’s session, twice, the leader of the opposition Chaudhry Nisar objected to the laying of the Twentieth Amendment bill and twice the prime minister accepted his objection and preferred to get into dialogue with the opposition rather than making it into an issue of ego. On February 14, we all saw how political democracy triumphed over forces of obscurantism and destruction.

The passing of three constitutional amendments is not the only achievement of parliament under the prime minister’s leadership, but many long outstanding political issues were also tackled head on. Provincial autonomy promised under the 1973 Constitution was granted through the passage of the Eighteenth Amendment. The provinces now enjoy freedom in decision-making, administrative freedom and financial freedom. For 19 long years, the National Finance Commission (NFC) was ineffective, stuck because of lingering mistrust among the federating units. After months of painstaking negotiations between the provinces, a new NFC was adopted. Another long outstanding issue was the mainstreaming of the people of Gilgit-Baltistan, they were given special status with administrative autonomy. Ever since the birth of Pakistan, people of Khyber-Pakhtunkhwa had been demanding a change of name of their province. It was a demand that no government had been able to handle, until the current PPP-led one took it up. Our colonial rulers had named the province after its geographical location with reference to British India’s capital, New Delhi, something that most people thought didn’t make any sense now. Under the Eighteenth Amendment, even this matter was resolved.

On the economic front, the PPP government has achieved many milestones, which unfortunately have gone unnoticed. For the first time in the country’s history, our Foreign Exchange Reserves went up to $18.3 billion, our exports crossed the $25 billion benchmark, under the Pakistan Remittances Initiative scheme our remittances registered a phenomenal growth from a mere $4 billion to $12 billion, our per capita income has risen from $990 to $1152. Similarly, gains in the agricultural sector cannot be ignored. From a wheat importing country, we have become a wheat exporting country. We have exported wheat worth $624 million. Despite two devastating floods, the production of wheat has gone up to 25 million tonnes this year and the output in the cotton crop has shown an upward movement from 10 million to 14 million bales.

I appreciate what PPP has been able to do. But the people on street are consumed by a downward spiral and things that concern middle classes (the backbone of a country) are getting from bad to worse. So there is no point flaunting these achievements. Our collective psyche has gotten so scarred over the past few years, I am surprised how are we even still functioning.

Contratulations to the people of Pakistan.
Democracy is becoming entrenched.for a change and the military coup supporters are on the retreat.Hard economic choices dictate political support behind decisions and all the political parties representing disparate political groupings are learning to act like responsible stakeholders. Since the process of change is slow and due to the Pakistani voter impatience, the current coalition may not necessarily be represented on a similar proportional representation after the next election. However history will judge the PPP as well as its coalition partners much more sympathetically, and will have the honor of having proved all major political analysts wrong and having done absolutely commendable service to democracy and the people of Pakistan.
Yes more needs to be done, Baluchistan, Women’s rights, broadening of the tax base and prioritization of education and health as basic rights to be fullfilled for the people of Pakistan. And noone and least of all the PPP and its politicians and workers should ever forget that their ultimate responsiblity is to serve the cause of the people who elect them.
My heart goes out to the people of Pakistan may the future be better and better, each passing day.

First of all, the article is focused more on how Yousaf Raza Gilani is the best thing ever to happen to Pakistan rather than PPP’s own achievements in this term. Secondly, you fail to give credit to other institutions that co-operated in this effort; namely media, judiciary, civil society, and even army. Lastly, I have seen many references by current PPP govt referring to high remittances as an achievement. I find it strange because at first, remittances are not something you should plan your economy around (they are more of a surprise bonus), secondly rising remittances also mean that expatriates need to support their struggling families (the very fact they are struggling enough to request more remittances should be a matter of concern for you), and thirdly, significant rise in reported remittances is also due to global crack-down on money laundering shifting a lot of black market transactions to official channels.

Top men of the elite club(the famous coterie) and the MNAs have improved their living standard.
Newer wheels for the top dogs.
The President has set a new record in callousness, by visiting his castle on the French Coast, while thousands and thousands lost their near and dear ones and their means of living, back in his homeland.

    This is the first ever:

A person who was declared unfit, to answer questions by a court due to his “inabilities”, has pledged to run a mass of 180 million.

The government has been poorly managed but we should give them some credit. It is because of this government that women have jumped leaps and bounds and been empowered. By always appreciating and applauding the government definitely shows her lack of knowledge on part of economic, social and political fronts. she should study thoroughly the reports of transparency international and the others relating to economic sector developed by the government itself. the country is facing worst conditions on each and every front especially economic sector. pakistan growth rate is falling to unprecedented levels. even if we compare our growth rate with our neighbouring countries we are at the last position. so what have we achieved through these amendments? what are its effect on an ordinary pakistani? we do appreciate ppp efforts for democracy but it doesnt mean they should not work for improving social and economic conditions of the people.

Who could have written such a pointless and biased article other than Mrs Fauzia Wahab!!

Mam, acheivements like The passing of three constitutional amendments are not what has helped the general public of Pakistan! The public had never been in such miserable stage as it is under the current government.

So please, stop bragging about these pointless and irrelevent achievements, and do something for the general public! The best will be to leave the govt, i bet the country can be run in alot better way if PPP isnt in the govt!!

It would be rather unwise to highlight the menace of corruption, law and order situation and mismanagement that were witness by the people over the past four years. The way PPP govt. mishandled judiciary speaks a volume. However, instead of having long debates and counter arguments, PPP workers must ask one basic question from its top leadership. Did people of Pakistan voted for PPP for the purpose of three amendments and 48 legislative bills? They may have managed to weary all the conspiracy against their govt. but were they manage to deliver anything to a common man remains unanswered question?

this government has done irreparable harm to the country Why is it that in every PPP government the Pak Rupee has always depreciated massively? In Musharraf’s 9-year rule, the rupee stayed constant (60 rupees to the dollar), but in four years, PPP corruption and misrule have lowered it to Rs. 90 per dollar). Before this government took over the country, the Pakistan Railways was being managed smoothly, and now it is near collapse.PIA, Steel Mills, every government-owned entity, you name it, nothing is running well.Recommend

Writer is the only honest person in the party. She is dedicated and most loyal to PPP. she has defended PPP in all difficult times. She is well educated person. Some pitfalls in the PPP are due to feudal lords in the party, and they are powerful decision makers. Feudal mindset is swallowing up PPP. And Worthwhile thing is that if the ruling PPP wants to perform good in the next general elections like it did in 2008, then its PPP central leadership has to go for paradigm shift in its basic policies. Some well-educated senior legislators of party like Fauzia Wahab and others, they should be elevated to important key positions.

    Extremly nice article.
In my view, best ever thing of current government is that it has given freedom to all political parties and media to work without any hindrance. And this is real democracy to accept and respect the opponents. and secondly, PPP fought war on terror single handedly. But it won. And nobody knows about the circumstances in which PPP took the responsibility to run the country. I wish Pakistan not such adverse circusmstances, BB murdered in cold blood (uniting factor of the whole nation). PPP comes into power and makes weak coalition government. Now all of sudden we have independent courts, Independent Media, Independent army in other words the whole damn country declared independence from federal government and Supreme Court kept protecting self declared independence. Institutions showed their real strength and literally collapsed under the pressure of democracy. Door to litigation against federal government opened with a vengeance. Iftikhar Choudhry couldn’t resist and also became party and wasted his energy in taking frivolous suo motto actions against government ultimately putting government in defensive mode of its survival instead of working with real strength. Circular debt showed its ugly head and power generation was brought to its knees. Civil war against militants fought inside the borders of Pakistan, federal government i.e PPP was left alone to fight it. Others saved their own real ends.
    But still against all odds
Himalayan tasks carved out by weak coalition government lead by PPP.
