Swat rebuilding ‘painfully slow’

SWAT: The reconstruction and rehabilitation of terrorism-scarred Swat is painfully slow, with the rebuilding effort even lacking a clear blueprint, charged a local group known as the Global Peace Council Swat.

The group told a press conference on Wednesday that the attitude of the authorities and the organisations involved in the rebuilding effort appeared “non-serious”.

They recalled that Swat had lost everything – infrastructure, communication, education, agriculture, tourism – and the losses amounted to billions of rupees. All this was the result of the wave of terrorism that swept the valley in recent years.

They said that Swat people have rendered great sacrifices for the solidarity of Pakistan, something also acknowledged by the world, “but still they are deprived of their rights”.

“There is a complete lack of coordination between the government and non-governmental organisations regarding reconstruction and rehabilitation,” they said.

They alleged that high authorities and NGOs are looting funds made available for the reconstruction of Malakand division.

They pointed out that an exemplary reconstruction is needed to reap the fruits of a successful military operation. The process should be transparent and well-planned, and open to accountability.

They demanded three-fold increase in uplift funds for the Malakand division to make up for the three years lost to the tide of terrorism when no development occurred. Educated and skilled youth of Swat should be given employment in the process of reconstruction. “The $1.5 billion of the Kerry-Lugar Bill must be spent on the terrorism-stricken areas according to the US policy,” they demanded.

The Global Peace Council announced that it will host a week from July 1, inviting people from all over Pakistan to Swat. The locals will serve them according to the Pakhtun culture and tradition of hospitality.

    100% right as there is no work of reconstruction in Swat valley inspite of huge amount and funds, the Govt as well as NGOs are busy in looting.Recommend

    if a government is on the top of the courruption list, how will it work out for the citizens, they are filling their own pockets as they are never comming into government again.

    Well it looks as if the government wants to punish the people of Swat for opposing the militants and supporting the army. Can well serve a lesson for the dwellers of the rest of the militancy hit areas.Recommend

    PDMA/ PaRRSA that is the Government agency responsible for so called rehabilitation and reconstruction of Swat, is only busy in appointments of outsiders, one wonder, how much they are interested in development of Swat, where local youth and professionals are wondering around to work. PaRRSA has even brought computer operators and assistents level people from down district. It shows their interest in swat rebuilding. even a student from batkhela is posted as planning officr who get rs 60,000 pm. Similarly the ngos are supplying fack seeds to farmers that has further deprived the farmers from getting the normal production as the seed in many cases did not germinated. majority of people employed by ngos do not belong to swat. all things that are going is just a lip service phenomenon.let us cry above the sky.Recommend

    Dear Fazal Maula sb, lets see what PaRRSA do in the future, the fake body was organized to monitor the NGOS, but it has become an NGO itself and carrying out some activities to engulf the funds, Rather just do research and you will find alot as all the tanders are going to those who have influnce in ANP.(aagey Aagey daikia hota hai kia) thanks to Tribune for publishing the true facts.

You are right, what Construction&Work and other bodies are doing with tenders processes. all ways goes to curruption and commissions. we are of the view that these culprits mafias are giving more harms to the swat than fazlula and his associates, but we are here to bring facts to the masses. regardsRecommend
