Pakistan ranks 12th on failed states index: Report

Pakistan ranked number 12 on a list of the “most failed states”, according to an annual report published in the Foreign Policy* magazine on Tuesday.

The report titled “The Failed States Index 2011” compiles a list of countries in terms of vulnerability. From refugee flows to poverty, public services to security threats, the list takes together a country’s performance on this battery of indicators to reflect its stability.

In both 2009 and 2010, Pakistan took the number 10 spot on this index, whereas in 2008 it was ranked number nine.

Amongst Pakistan’s neighbouring states, Afghanistan ranks 7 while Iran ranks 35. FP magazine states that these countries are on ‘alert’.

Bangladesh ranks 25, and Sri Lanka is 29 on this list.

China ranks 72, whereas India ranks 76 on the list. These countries are considered to be in the ‘moderate’ zone for vulnerability.

The US ranks 158, while the UK ranks 159.

The 2011 report states that Pakistan has long been dubbed the “world’s most dangerous country” in Washington policy circles.  The report states:

Tick off any checklist of US national security concerns, and Pakistan has them all: nuclear weapons, terrorist and insurgent groups galore, and rampant anti-American sentiment. Add to all this a volatile political system, and it’s no wonder that Pakistan preoccupies so many Western security analysts.

The report adds that Pakistan is not just dangerous for the West – it’s often a danger to its own people.

It also states that the cultivation of militant groups by the Pakistani military and intelligence services  – which the report states is a counterweight to India and a source of “strategic depth” in Afghanistan – has turned Pakistan into a “cockpit of terrorist violence”.

It adds that the country’s military leaders have made a “strategic” decision to allow the Pahstuns to govern themselves in what the report calls “ungoverned spaces” in the Pahstun-dominated badlands along the Afghanistan border.

The report cites terrorism and civilian deaths as one major reason for Pakistan’s position, adding that the 2010 floods displaced millions of people, adding to the instability of the country.

    Do you know what is the greatest worry in India foreign policy circles these days?

    I met a senior Indian diplomat recently and he shared with me this:

    —Pakistan in on the verge of implosion and it is just a matter of time the country starts to implode within itself.

    —One more terrorist attack in the world which has Pak footprint and the country is gone. The world is waiting for a chance to place sanctions and embargos to remove their nukes.

    —Once US decides to suspend economic aid, the country that is already bankrupt, will witness unprecedented scenes of violence from all groups, wanting to take over power.

    —If the above happens, there will be a long life of refugess near Wagah border, which will give rise to humanitarian crisis. This looks a certainty in 3 years time.

    — When lakhs of people near Wagah clamoring to be let inside, what will Indian govt do?

    Can they afford to use force against them? Can they afford to displease the local muslim population by refusing the Wagah refugees? Can India take in thousands of indoctrinated souls as refugees?Recommend

    This is a totally biased report and is not acceptable. US may be happy and let them be happy on master-minding such biased reports as we Pakistanis dont care about its authenticity.

    It is correct we have some internal trouble within our Country, but great country like Pakistan never dishearten and our people know how to fight it back and turn the tables.

    @Proud_Yankee and Thinker: Look at any objective list comparing economies, India’s and Pakistan’s GDP per capita were about the same as of 2008/2009 (around $1000). India does have a current GDP growth rate, but the fact remains at the present time their GDP per capita is comparable (within 10% of each other).     It’s really very strange to see all the Indian jokers jumping on this article and commenting…just a few days ago when India was ranked 4th amongst Pakistan for most dangerous country in the world for women the same jokers were un happy and saying it is a fake list. No credibility how come we yes we jokers can be on fourth. But when it come to a list which does not show India then all these jokers come on to the circus with all there funny acts…how pity. Go and have a life…suddenly this list is making sense but when India is listed everything is fake…this all is based on perceptions which is thanks to Indian and international media is very negative on the global stage…just to give some examples…no other country in the list near to Pakistan has the nukes and the sixth biggest army…no one has the population near to as Pakistan. No other country in this list near to Pakistan has the kind of media and judiciary Pakistan possesses. No other country in the list near to Pakistan has the kind of Pakistani diaspora as Pakistan has with all the doctors engineers all around the world…even then we are among those countries. And how come an American list be made as a standard of failed states. Articles like this just gives these jokers to show there real face and are very happy to comment….these Indian jokers are like spreading salt on our wounds and that is there true nature…they show it every now and again…we are destabilized nation not a failed one and there are some many countries in the world who become stabilized from this situation so nothing to worry about..Recommend

    @saeed: Dude I agree with you, yes we were truthfully speechless and hiding in shame that despite all the progress we have quite a number of basic evil in society which has not been take care of. Never said India is perfect and never compared Pakistan with that angle. It is a sorry state that a women is ill treated in our country. Even if India was ranked 100th or last in the report card which says “list of countries where women are not safe” I would have felt equally bad as I am now. I would like to comment / participate in any social activity which can change this and remove India from list. That is what I would do rather than coming here and pointing out that you rank 3rd. We can hate each other as much as we like, bt we can atleast try to do something better for our respective country. Instead of jumping and being in denial about evils in our society we need to fix it. In India it is politicians and politically connected people and mafia who drives maximum corruption. common man are to busy in earning money, get education and improve standard of living. We are too busy since we are competing with a very huge population. Common and educated man try to avoid politics or any law and order job and stick to being an engineer, doctor, or any high income jobs. This leaves al the law and order to un-educated, corrupt, filth of society who not only loots India economically but also takes no action on daily henious cases like rape. We are aware of it and do everything in our reach to solve it. No system can change overnight. It took 60 year to build this corrupt to the root government infrastructure, it will take atleast a decade and lot of sacrifices to fix it. But we are doing it, Lokpal or ombudsman bill is a step towards making government and elected officals accountable for each and everything. Our certain critical laws are so outdated taht it predates to Britisher’s time. We know all of this and WE NEVER DENY IT. But I do not recall with all this problems where except for this forst case of Samjhauta express blast did we ever did any terrorist activity in other countries. Your politicians and army certainly wantst to save their face from public by lying abd falsifying the accounts of Bangladesh partition and Kashmir issue, so that people like you get busy worrying and agrievating about it for rest of life and your army and politican can continue doing what they want. Tell me dear how many business tycoons in your country are not connected to politician and or army institutions ? How many of them in forbes ? Why does a country like yourse rich in resources and far lesser population to feed is in such a peril compare to many other nations in world. You could have easily become a progressive nation, ever thought why you are at this state ? Ever thought why you never beat India in Space race ? If yours was great nation until this war on terrorism how come you are not amongst the likes of eurpean nations ? Truth is, you have ever been so pre-occupied with partition, bangladesh and kashmir issue that you never thought of making any other progress other than increasing nuke stockpiles, which you know very well you or we hopefully will never get to use. Who do you think took Pakistan to this infamous recognition of corrupt & failed state pedestal? Wake up folks. It is the corrupt and incompetent political leaders coupled with the military/intelligence leaders on par with the civilian leaders. And this has been going on for Pakistan’s 50+ years’ history.     The publishers belong to the super power, which brought these countries into a bad shape and probably want to be their Guardian now.
    Though these countries are not in an irreversible condition, if left at their own, without outside interference.

    Most of above countries have rich natural resources, which are eyed by the greedy powers, and hence required by them to supervise for their own interest.

    @Delh_se Dude I appreciate you comments..no Pakistani will take comments like you have given as offensive..if you see the comment section so many Pakistani criticize there army and government in very strong words for this situation..the problem is that when some Indians jump on these articles and then starts JINGOISM….we have our problems we all know that..no one is denying..from the corrupt politicians to the MULLAHS using Islam in politics…from Army generals to the intelligence agencies we all know the short comings…civil society of Pakistan which is a silent majority is doing introspect…the evil of extremism which was created starting from afghan jihad till 9/11 will take the same time to be killed in Pakistan..I am the first one ti point out the problems in Pakistan as I am the one who is suffering most then any one else..so why I will hide this..we all criticize our army and politicians and every one..but when some one else from other country will come and start trying to take in human advantage of the grieve situation of Pakistan we will not allow that.. some times i feel from the indian comments that they are enjoying this situation of Pakistan..the feeling of insult to injury and spreading salt on our wounds is so true when you so many comments from Indians…as our hands are tied with all the allegations of terrorism (instead we are the most affected nation on earth) aid money…economy and extremism…they think that they can bash as much Pakistani as then can with all these as there tools…I hope you understood my point..and all positive criticism is welcomed..Recommend

    I think most Indians come here for the sole reason of changing the mindset of hatred but when we see so much of vile and hatred spewed on India we end up retaliating. We dont enjoy seeing you in problem, never will.
    Peace between the nations is very important but for that you people will need to strengthen the hands of civilian govt. and elect a strong civilian govt. who can keep army in its place.
    If army and ISI runs the country then how can we expect peace bcoz they will always think short term not long term.

    … and while you are there, enlighten yourself with statistics on poverty, internet use, average life expectancy etc. Also, compare the GDP, GDP per capita, GDP growth rates, GNP, GNI, etc over the years, and you will see for most of the past 40 years, both have remained comparable proportionately. Only in the last two years the trajectories have changed, but at present they remain very comparable whether you like it or not.. But, it is unfair to judge a country based on a single sample in the middle of a bad patch. (It is like sampling India in the middle of the Khalistan insurgency in mid 80s and declare it a failed/failing state, worst human right abuser). Even in the current patch, and 2005 earthquake, and 2010 floods, and a global economic crisis, Pakistan continued to grow its GDP positively. So, don’t write Pakistan off, it will come out of the present crisis stronger and better, Inshallah. Recommend

    Pakistani growth was more than India’s until the 1990s. After that the Indian economy was opened up and India has consistently outgrown Pakistan.

    Here is what CIA factbook based Indexmundi says about Pakistani GDP growth since 2003.

    2004- 5.50 %
    2005- 6.10 %
    2006- 6.60 %
    2007- 6.60 %
    2008- 5.30 %
    2009- 2.70 %

    2011- 2.70 %

    Not once has the figure crossed 7%. What world are you living in!

    Compare this with India. India is now the fastest growing major economy in the World!

    Pakistan is expected to grow at the rate of 2.5% next year. Its population growth is around the 2% mark. So that would effectively mean no growth at all!

    I do agree that Pakistan is ahead of India in a few Human Indicators. That is really embarrassing for us. But, the rate at which India is growing and the fact that the economy of Pakistan is stagnant and will be stagnant for 2 more years, I see India overtaking Pakistan in the next few years. Recommend

    @Jawad U Rehman…I dont know what you want to show! From the data source you have indicated GDP growth rate of India and Pakistan was same, or almost similar, only during the berief period of 1999-2000. Since then the smallest difference between the growth rates has been in 2004, India- 8.11% and Pakistan 7.32%. Since then India has been in the different orbit altogether.
    I dunno who told you that you can even compare the GDPs of India and Pakistan! As early as 1980, Indian GDP was $182.472 billion (current prices) while Pakistani GDP was $28.632 billion dollars, 1/6 of Indian GDP. Today indian GDP is close to 10 times of Pakistani GDP.
    GDP per capita for both the countries has been almost same with Pakistan enjoying a slight edge till 2006, since then India has taken over. But don’t you think Pakistan ideally should have higher per capita GDP? After all its population is only 1/7 of Indian population so base effect is in its favor.
    Sorry I could not find data GNP and GNI in the website you mentioned and I decided not to use other sources or else you will scream about its authenticity.

    It’s sad to hear Pakistan standing among the failed states, but the ranking is not untrue becuase of the critical situations of our country. There is no security for our lives, you never know when are you going to leave this world in a sudden bomb blast. Inflation is rising and people are becoming oppressed day by day. Poor people are having immense difficulties here, they are like living in a hell. Poor youth is just astraying and indulging in taking drugs to terrorists activities. I will not blame America for this because our own people who running this country are not honest. Honesty and faithfulness with our responsibilites is a tool to improve our conditions. Love you, the soil of Pakistan and request you to transform minds of dishonests here towards honesty. Recommend

    It is to observe Pakistan ranking 12th among failed states but this some how true as well. Which is due to dishonesty of our Goverment leaders, they need to be honest to the country and flow of money should be handled with accountability and transparency. People are miserable here and many are commiting succide due to bad governance. We cannot improve ourselves unless we become honest. Recommend

We should learn lesson from China ,South Africa etc how they minimized corruption.China should have ranking anywhere near USA or UK not India because Chinese reserves , their indigenous defence , permanant membership in UNO , relations in Asia is far more better than India .India has land conflict with all its neighbours. So i doubt China compares India rather it suits USA.

    You are right . On every blog they are doing anti Pakistan evaluations . They never let go of any oppurtunity to blame Pakistan. This shows their weak mental and physicological behavior.
