Govt issues advisory after SMS warns of terrorist attack on Punjab University

LAHORE: The provincial government has dispatched a security advisory to universities, asking them to revamp security arrangements to cope with all forms of threats, especially terrorist attacks.

A letter issued by Lahore SP Security Rana Tahir Rehman to Punjab University, a copy of which is available with The Express Tribune, states that an SMS received on September 8 has warned of a terrorist attack on the Punjab University campus.

“In the light of this, we recommend the university take precautionary measures,” the letter states.

Similar letters have also been dispatched to other public and private universities in the province.

Dos and don’ts

As per the security measures recommended, the Punjab University has been asked to reduce the number of entry and exit points. In addition, body searches should be carried out at all entry points and metal detectors should also be used to check those who are entering the varsity.

The administration of the university had been asked to carry out a security sweep every morning before classes begin. According to the letter, the university should make arrangements for an emergency exit as well.

The varsity has been advised to build an eight-feet-high wall with a barbed wire fence on it. “The university should also arrange parking [at a distance] from the premises of the campus,” the letter stated. “The university [should] hire private security guards from a reputable firm and should also verify their particulars from Lahore Special Branch.” The letter also pressed the university to verify the details of staff working in the cafeteria.

The varsity has been asked to install CCTV cameras in different parts of the institute. It has also been asked to ensure that uninterrupted power supply to run cameras and recording equipment.

According to the letter, Punjab University has been asked to make sure security guards are present at the gate and rooftops while walkthrough gates should also be installed at entry points. Furthermore, no one should be allowed to enter the university without any proof of identification.

The main gate of the university should remain closed. It should only be opened when required after verification. The letter suggests that security guards should remain alert, especially at the gates during opening and closing time of the varsity.

In addition, concrete barriers should be constructed at the university’s gate while vantage points should be established.

The university should also install an alarm system, which can be used in the event of an emergency. The letter also advises universities to cooperate with police personnel deployed in and around the university.

Hostel and bus security

The Lahore SP’s letter states no unauthorised person would be allowed to stay at hostels.

As per the advisory letter, university buses and other vehicles should be thoroughly checked and drivers should also be briefed by the security staff. Security guards should use bottom-view mirrors to check vehicles that enter and leave the premises. The university should also have the details of its bus staff checked by Special Branch. According to the letter, security guards should also be present in buses.

The Punjab government had issued similar standard operating procedures (SOPs) earlier in the year. This is the third advisory issued to educational institutions.
